RFQ B26-003FORPROFESSIONAL ENGINEERING SERVICESFORWASTEWATER CAPITAL IMPROVEMENTS PROJECTSIssued By:The Town of Derry, New HampshireIssued On:January 28, 2026Responses Due To:Department of Public Works14 Manning StreetDerry, NH 03038Responses Due On:February 18, 2026, NO LATER THAN 2:00 PMSECTION 1 – INTRODUCTION1.1 IntentThe Town of Derry, New Hampshire, through its Department of Public Works (DPW), issoliciting Statements of Qualifications (SOQs) and Requests for Proposals (RFPs) fromqualified professional engineering firms to provide planning, design, permitting, bidding,and construction-phase services for upcoming wastewater infrastructure projects.The Town intends to use this qualifications-based solicitation to select one or moreengineering firms with demonstrated expertise in municipal wastewater systems. Theselected firm(s) may be engaged under contract to provide professional engineeringservices for the following priority projects:• Route 28 (Ryan’s Hill) Sewer Main Extension Project:This project will extend the Town’s municipal sewer system along Route 28(Rockingham Road) from its current terminus at Berry Road southerly to the areaknown as Ryan’s Hill. The work includes construction of approximately 3,525 feet of15-inch gravity sewer and 2,000 feet of 6-inch force main sewer, as well as a newsewer lift station.The project is currently estimated at $7.1 million and will be funded through acombination of NH DES State Revolving Fund (SRF), State Aid Grants (SAG), an EPACongressionally Directed Spending grant, and local appropriations. Design isanticipated in 2026, with bidding targeted for late 2026 or early 2027.• Wastewater Treatment Plant (WWTP) Improvements Project:This project consists of a comprehensive rehabilitation and upgrade of the Town’s4.0 MGD Wastewater Treatment Facility located off Transfer Lane. Work includesreplacement of the Hypalon/HDPE liners in the three treatment lagoons;replacement of the aeration systems in two of the lagoons; removal and off-sitedisposal of approximately 1,200 dry tons of sludge; and restoration of Lagoon 3 toservice, including installation of new aeration diffusers. New bypass yard pipingmay also be required to maintain plant operations and treatment capacity whileindividual lagoons are taken offline during construction.The estimated project cost is $15 million and will be funded through a combinationof NH DES State Revolving Fund (SRF), State Aid Grants (SAG), and localappropriations. The Town has been approved for a $300,000 Clean Water SRF loanto support reengineering efforts. Design engineering is anticipated in 2026–2027,with bidding targeted for late 2027. The project will likely be delivered throughmultiple construction contracts.1.2 BackgroundThe Town of Derry owns, operates, and maintains municipal wastewater collection andtreatment infrastructure serving residential, commercial, and industrial customers.The system is comprised of over 3,100 sewer services connections and approximately 53miles of gravity sewer, 8 wastewater pumping stations, 1 effluent booster pump station,and 10 miles of force main.The Town of Derry, NH owns and operates an aerated/facultative lagoon wastewatertreatment plant (WWTP) that was constructed in the 1980’s with a permitted capacity of4.0 MGD. The facility consists of three lined lagoons each having approximate liquiddepths of 18 to 20-feet. Currently, the facility only operates on Lagoons 1 and 2. Lagoon 3is offline but was drained, cleaned, and had its liner replaced in 2003. The WWTP alsoconsists of a headworks, influent pump station, blower building, and effluent pumpstation. There is also a fourth unaerated polishing pond that acts as a large wet well for theeffluent pump station.Continued growth, aging infrastructure, and evolving regulatory requirements necessitatestrategic investment in system upgrades, expansion, and capacity improvements. Acomprehensive Wastewater Master Plan was conducted in 2023 which identified thesystem improvement needs.1.3 Submission InformationThis RFQ requires the submission of a SOQ in the form and manner set forth in thissolicitation. Responses will be issued via writtenaddendum.SECTION 2 – SCOPE OF SERVICES2.1 General ScopeThe Town of Derry is seeking experienced, full-service, professional consultants to provideProfessional Engineering services related to wastewater capital infrastructure projects.Services may include, but are not limited to:• Engineering studies, evaluations, and alternatives analyses• Hydraulic and process modeling• Preparing preliminary and final design drawing packages including plans, profilesand construction details adhering to all Town, State, and Federal standards andspecifications• Cost estimating and capital planning• Permitting and regulatory coordination (NHDES, EPA, etc.)• Preparation and review of bidding and contract documents• Construction administration and resident inspection• Funding assistance (CWSRF, State Aid Grants, and other programs)• Any other requirements necessary to facilitate and complete water or wastewatercapital infrastructure project as determined by the Town of Derry2.2 Wastewater Engineering ServicesThe Town is seeking firms with demonstrated expertise in the following areas:• Wastewater collection system evaluation and design• Sewage conveyance engineering, including public sanitary sewer system planningand lining projects• Pump station evaluation and design• Inflow and infiltration (I/I) evaluation and mitigation• Wastewater treatment process evaluation and design• NPDES permit compliance and regulatory coordination• Construction-phase engineering and inspection servicesSECTION 3 – REPRESENTATIVE PROJECT DESCRIPTIONS3.1 Route 28 Sewer Main Extension ProjectBackground:The Route 28 Sewer Main Extension Project is a priority wastewater infrastructureimprovement for the Town of Derry. The project will extend municipal sewer service alongRoute 28 from Berry Road south to the top of Ryan’s Hill. The extension is intended toaddress existing and projected wastewater capacity needs along this corridor, reducelong-term operational and maintenance costs, and support planned economicdevelopment and housing opportunities.Anticipated Scope:• Design and permitting of approximately 3,525 linear feet of gravity sewer main• Design and permitting of approximately 2,000 linear feet of force sewer main• Evaluation, design, and permitting of a new sewer lift station• Hydraulic analysis and coordination with the existing wastewater collection system• Preparation of cost estimates and construction phasing recommendations• Coordination with NHDES and other regulatory agencies• Preparation of bidding and contract documents• Construction administration and inspection servicesThis project will provide additional wastewater collection capacity to serve future growth,improve system efficiency, reduce long-term operating expenses, and create incentives foreconomic development and expanded housing opportunities along the Route 28 corridor.
