A mandatory pre-bid site walk will be held at #80 Deepwood Drive, Madison, CT at 11:00am Thursday January 15, 2026. Attendance is required in order to submit a bid.
Sealed bids will be received at the Office of the First Selectwoman located at the Town Hall, 8 Campus Drive, Madison, CT 06443 until 12:00pm local time Thursday, January 22, 2026 at which time and place they will be immediately thereafter publicly opened and read aloud.
The Town of Madison reserves the right to waive any informalities or defects in bids, to reject any or all bids, and to accept a bid that in its sole discretion is in the best interest of the Town of Madison. Intent of Project SpecificationsThe Town of Madison is seeking qualified contractors to clear vegetation from a flood waterdiversion swale and upon an earthen dam structure. All work shall be within an easement area ofwhich the Town of Madison has deeded rights of access and maintenance over the specificaddresses listed above.B. Scope of Work within easement areaThe easement limits will be marked with survey stakes and red/white stripe flagging by theDepartment of Public Works prior to the commencement of work. The marked easement area isfor access to, and maintenance of the diversion swale and dam as it exists on the specificproperties noted above. Absolutely no clearing, trespass, equipment movement or storage shouldoccur outside of the flagged easement area.The intent of this project is to clear all brush, briars, vines, woody vegetation, snags, and treeswith a 4” diameter at breast height (DBH) or less from the following areas:1. The entire earthen dam structure consisting of the entire top, north and south slopes towhere toe of each slope meets original grade. (Approximately 530’ in length) Manualclearing methods or low-impact track-mounted equipment shall be utilized, to avoid over-compacting or damaging the dam surface.2. The side slopes, riprap armored channel, and adjacent dikes of the entire diversion swalefrom the grouted rip-rap inlet at the east end (behind address #80) to the westerly end ofthe rip-rap channel (address #126). (Approximately 1,500’ in length)2 of 103. The approximate area of clearing is 5.75 acres.4. Site maps will be provided at a required contractor’s pre-bid site walk.5. All wood chips and brush debris shall be removed from the easement area and notdeposited on site.6. Contractor shall furnish all necessary equipment and personnel to complete the abovedescribed work.7. A future phase of this project will be the removal of all trees greater than 4” DBH and willbe bid separately at a later date.C. Access to siteThe permanent access easement has two (2) points of ingress and egress from Deepwood Drive.1. The first access location is at address #80 and has the following site conditions: an 80’ longpaved driveway, a 25’ long wooden bridge (unknown weight capacity) and 250’ of grasslawn. *Two recently planted cherry trees block the lawn crossing and will need to beremoved as part of this bid to allow access.2. The second access location is at address #126 and has the following site conditions: a 72’long paved driveway, a 40’ long wooden bridge (unknown weight capacity) and 280’ ofgrass lawn. *Two parked motor vehicles are partially within the easement and will berelocated by homeowner to allow access.3. The contractor is responsible for evaluating the two access points and entering the job sitein a safe and practical manner.D. Schedule and time for completionThe work should ideally be done when the ground is in a frozen state to limit damage to accesspoints. If this cannot occur, care should be taken when driving trucks or equipment to enter thesite.Wood matting may be necessary at access points. Any damage to lawn areas will be repaired bythe contractor with topsoil and seed in the spring.The contractor shall have 45 days from the bid award to complete the clearing project.The Town of Madison Department of Public Works will have a representative check in at the jobsite each day that the contractor is working to monitor progress.3 of 103. Preparation and Submission of BidsA Lump sum completion fee is required. The Town reserves the right to reject any and all bids atthe sole discretion of the Town.All Bids must be made on the Bid Proposal Form included in these Project Specifications andsigned by the Bidder. All prices requested in the Bid Proposal Form must be filled in, eitherhand written in ink or type written, in both words and in figures. Changes or revisions to thehand written or type written prices must be explained or noted over the signature of the Bidder.Sealed bids will be received at the Office of the First Selectwoman located at the Town Hall,8 Campus Drive, Madison, CT 06443 until 12:00pm local time Thursday, January 22, 2026 atwhich time and place they will be immediately thereafter publicly opened and read aloud.The Town will not be liable to any Bidder for any unforeseen circumstances, delivery or postaldelays. Each Bidder is responsible for submission of their bid. Additional time will not begranted to a single Bidder; however, additional time may be granted to all Bidders when and ifthe Town determines that circumstance warrants it.The Bid Award is expected by January 28, 2026 and the Project schedule requires the Work to besubstantially complete by March 14, 2026.4. Conditions of the WorkEach Bidder is expected to examine the site of the Work and based on the bidder’s owninspections and interpretations decide for themselves the character of the materials to beencountered and other conditions affecting the Work.5. Receipt and Opening of BidsBids for the Project will be received by the Town of Madison until the date and time, and at theplace indicated in the Invitation to Bid.6. Effective Time Period of BidsAll Bids shall remain in effect and open for acceptance by the Town of Madison for a period ofsixty (60) days after the date fixed for the opening of Bids indicated in the Invitation to Bid.7. Withdrawal of BidsBids may be withdrawn by request of the Bidder, by written authorization only, received by theTown of Madison prior to the time indicated for opening of Bids. Bids withdrawn in accordancewith the foregoing conditions shall be returned to the Bidder.8. Rejection of BidsThe Town of Madison reserves the right to waive any informalities or defects in bids, to rejectany or all bids, and to accept a bid that in its sole discretion is in the best interest of the Town ofMadison.
