The Las Virgenes Municipal Water District is seeking Bids for On-Call As-Needed Valve Replacement Services . Bids are to be submitted through the Procurement Portal at https://procurement.opengov.com/portal/lvmwd , no later than 3:00 pm on Tuesday, November 18, 2025 .

Background

LVMWD (The District) provides drinking water, wastewater treatment, recycled water, and composting for approximately 70,000 residents that live in Calabasas, Agoura Hills, Westlake Village, Hidden Hills, and unincorporated areas of Los Angeles County, which includes areas in West Hills, Chatsworth, and the Santa Monica Mountains. There are approximately 22,000 residential and commercial customers with metered water service and sewer connections

The District maintains a potable water distribution system that includes 24 potable water tanks, 24 pump stations, 107 pressure-reducing stations, approximately 400 miles of potable water pipelines, and a water treatment facility in Westlake Village. The District also maintains a recycled water distribution system that includes 3 recycled water tanks, 2 pump stations, and approximately 68 miles of pipeline. There are a variety of existing valves (butterfly, gate, plug, ball) that range from 1” to 30” and pressure reducing valves that range from 1.5” to 16” that are routinely exercised. Many of these valves are in critical locations within the potable and recycled water distribution systems and have exceeded their useful life and are in need of replacement.

The District occasionally faces unexpected or emergency conditions due to aging infrastructure that warrant the immediate use of contractors to install new valves or replace failed valves throughout the potable and recycled water distribution systems. When the cost of the work is expected to exceed $50,000, the work can only be initiated after satisfying public works contracting requirements through either: (1) an emergency declaration and emergency contracting procedures; or (2) a formal public works bidding process including advertisement. This on-call contract will meet the public works contracting requirements of a formal bidding process.

This on-call contract does not guarantee any minimum of work to the selected bidder. The contract will be awarded on an on-call as-needed basis and will be a multi-year contract with an initial term of one year and up to four annual renewal options. The maximum dollar amount of all task orders issued under this contract per contract year shall not exceed $500,000. The assignment of tasks under this agreement is at the sole discretion of the District and the District will not compensate the selected contractor for any costs related to proposing for the contract, or for gathering and furnishing required documentation, insurance certificates, bonds, and other documentation required to establish eligibility to perform the work. All work and compensation in connection with this agreement must be expressly authorized by the District through formal task order.
