The City of Manchester hereby gives notice that sealed bid proposals for the 2026 JUSTICE CENTER HVAC ROOFTOP UNITS REPLACEMENT (One (1) 50-ton unit and one (1) 27.5-ton unit) will be received by the City of Manchester, Missouri, at the Manchester New City Hall located at 14317 Manchester Road, (at the Manchester Rd. & Creve Cour Ave.), until 10:00 a.m. on Wednesday, February 25, 2026. All bids will be opened and publicly read aloud at that time. Bids received after the said time will be returned unopened.
All bids shall be submitted in a sealed envelope and shall be clearly marked, "2026
JUSTICE CENTER HVAC ROOFTOP UNITS REPLACEMENT".
The City reserves the right to reject any or all bids, to waive informalities in bidding, to negotiate with any or all bidders or others, for more favorable or additional terms or prices, and to accept the bid most advantageous to the City.
Plans and specifications may be obtained from Drexel Technologies, 135A Weldon Parkway, Maryland Heights, MO 63043 / www.drexeltech.com / 314-872-0900. A non-refundable fee will be charged. They may also be obtained on the City of Manchester’s website www.manchestermo.gov/bids .

The Bid Documents may be obtained from Drexel Technologies, 135A WeldonParkway, Maryland Heights, MO 63043 www.drexeltech.comC. Bid due date is Weds, February 25, 2026, at 10:00 A.M. (prevailing local time).Bids received after the due date will not be considered. No exceptions.2. ScopeProposed construction for the Project will consist generally of removal of existing unitsand equipment and replacing it with the same sized units and equipment - One (1) 50-tonrooftop unit and one (1) 27.5-ton rooftop unit (the “Work”).3. Obtaining Bid Documents: Bid Documents include:1. Request for Bids2. Instructions to Bidders3. General Conditions4. Specifications5. Job Special Provisions6. Bid Proposal Form7. Various Affidavits & Certifications8. Non-Collusion Affidavit9. Prevailing Wage10. Form Performance and Maintenance Agreement11. Form Payment Bond12. City-Contractor Agreement13. Project PlansThe Bid Documents shall also include any Exhibits or Attachments to the abovedocuments, any Addenda issued prior to receipt of bid proposals, all modifications, andall documents included in the project manual for the Project, as such may be on file in theoffice of the Assistant Director of Public Works.IB-14. Bid ProposalsA. Sealed bid proposals will be received in accordance with this Instruction to Bidders.B. Bids shall be submitted on the accompanying Bid Proposal form. The Bid Proposalform includes the affidavits required of bidders and shall be notarized where the bidder isrequired to submit such affidavits. Bids shall be sealed in an envelope bearing only theprinted endorsement "2026 JUSTICE CENTER HVAC ROOFTOP UNITSREPLACEMENT ". In the case of proposals to be sent by mail, the envelope shall beplaced in an outer or mailing envelope and endorsed as noted above. C. Bid Submittalsshall be accompanied by the following:1. Documentation showing the bidder’s participation in a federal workauthorization program, pursuant to Section 285.230 R.S.Mo. and in accordancewith paragraph 13 of these Instructions to Bidders.2. Proof of lawful presence of the Authorized Representative of the Contractor,pursuant to Section 208.009 R.S.Mo. and in accordance with paragraph 13 ofthese Instructions to Bidders3. A Subcontractor Utilization Form identifying the Subcontractors andSuppliers the bidder proposes to utilize in the performance of the Project, inaccordance with the General Conditions.4. A satisfactory Affidavit of Non-Collusion in substantially the form providedin the Bid Documents.5. Certificates of insurance showing evidence of required insurance coveragein accordance with the City-Contractor Agreement6. At least three (3) references regarding prior work of the bidder on publicworks contracts in Missouri.D. No bid shall be considered unless the offering bidder shall furnish evidencesatisfactory to the City that the bidder has the necessary facilities, ability and pecuniaryresources to fulfill the conditions of the Contract Documents. The low bidder or any otherbidder may be required to submit financial statements.E. All bids shall be made for materials in the different classes furnished in the Workcomplete, and no bid proposal will be made or considered on any part of the Work notcomplete in place, nor on materials except in completed work, unless specificallyotherwise provided for in the Plans and Specifications.F. Attention of the bidders is directed to the requirement that Work on the Projectshall be commenced within 15 days following written notice to the Contractor to proceedIB-2
