Category: Procurement Status: Open Description: The intent of this Invitation for Bid (IFB) is for the County of Loudoun, Virginia (County) to obtain the services of a qualified General Contractor to provide construction services for the Renovation of 751 Miller Drive – Phase I – Personal Protective Equipment (PPE) Cleaning, Inspection and Maintenance Operation (hereinafter referred to as the “Project”).
The Project will be located at 751 Miller Drive, SE, Leesburg, VA 20175 (Parcel ID 234407410000) owned by the County of Loudoun Board of Supervisors.
The Project will consist of approximately 8,000 gross square feet of interior renovations and will provide laundry and decontamination areas for processing and cleaning soiled PPE, work areas for the testing and repair of PPE, administrative offices, break room, and restrooms. The scope of work includes, but is not limited to:
Renovation and fit-out of spaces to accommodate a PPE, Cleaning Facility for Loudoun County Fire and Rescue (LCFR), and associated mechanical, electrical, and plumbing (MEP) support spaces.
The General Contractor shall be responsible for the safety and security of tenants, visitors, Loudoun County staff, and the public throughout the Project’s construction phase.
The Project is directly adjacent to occupied areas of the overall facility that must remain operational for both County and tenant use throughout the duration of construction activities. The renovations are intended to provide an on-site, fully functional cleaning facility for LCFR PPE, thereby eliminating the current reliance on off-site, third-party cleaning services. PPE to be cleaned may include, but is not limited to, jackets, pants, and breathing apparatus components.
Pre-Bid Conference:
A Pre-Bid Conference will be held virtually using Microsoft Teams on November 19, 2025, at 12pm for clarification of any questions on the plans and specifications.

Refer to Section 3.0 of this IFB.1.3 The County will require the Contractor awarded this Project to use TrimbleUnity Construct (Trimble) (formerly e-Builder) Construction ProgramManagement Software. The County will provide licenses for the Contractor’suse and will provide training for the Contractor to ensure proficiency asrecommended by Trimble. The license and training will be provided to theContractor at no cost and prior to the issuance of Notice to Proceed. Furthertraining due to a lack of proficiency will be the responsibility of the Contractor.The Trimble Construction Program Management Software will be utilized forall project management documentation and correspondence, including but notlimited to: Request for Information (RFI), submittals, meeting minutes, payapplications, proposed change orders/change orders, close-outdocumentation, etc.IFB RFQ 686990Renovation of 751 Miller Drive – Phase IPage 4 of 342.0 COMPETITION INTENDEDIt is the County's intent that this IFB permits competition. It shall be the Bidder'sresponsibility to advise the Purchasing Agent in writing if any language, requirement,specification, etc., or any combination thereof, inadvertently restricts or limits therequirements stated in this IFB to a single source. Such notification must be receivedby the Purchasing Agent not later than fifteen (15) days prior to the date set for bids toclose.3.0 PREVAILING WAGE RATESRemuneration to any individual performing work on the County Construction Contractresulting from this IFB shall be at a rate equal to or greater than to the prevailing wagerate identified in Attachment 3 of this IFB.3.1. The General Contractor awarded a County Construction Contract as a resultof this IFB, and any sub-contractors hired by the General Contractor to performWork on the County Construction Contract resulting from this IFB, shall paywages, salaries, benefits, and other remuneration to any mechanic, laborer, orworker employed, retained, or otherwise hired to perform Work in connectionwith the resulting County Construction Contract at or greater than theprevailing wage rate identified in this IFB.3.2. Any General Contractor or any subcontractor who employs any mechanic,laborer, or worker to perform Work under the County Construction Contractresulting from this IFB, at a rate that is less than the prevailing wage rateidentified in this IFB (i) shall be liable to such individuals for the payment of allwages due, plus interest at an annual rate of eight percent accruing from thedate the wages were due; and (ii) shall be disqualified from bidding on publiccontracts with any public body until the contractor or subcontractor has madefull restitution of the amount described in clause (i) owed to such individuals.A contractor or subcontractor who willfully violates this section is guilty of aClass I misdemeanor.3.3. After award of the County Construction Contract, the General Contractor towhom such contract is awarded shall certify under oath to the Commissionerof Labor and Industry the pay scale for each craft or trade employed on theProject to be used by such contractor and any of the contractor’ssubcontractors for work to be performed under such public contract. Thiscertification shall, for each craft or trade employed on the Project, specify thetotal hourly amount to be paid to employees, including wages and applicablefringe benefits, provide an itemization of the amount paid in wages and eachapplicable benefit, and list the names and addresses of any third-party fund,plan or program to which benefit payments will be made on behalf ofemployees. The certification shall be sent to the Commissioner of Labor andIndustry each pay period for the duration of the Project.3.4.
