LESS RESTRICTIVE PROGRAMMING FOR JUSTICE-INVOLVED YOUTH
The County of San Diego (County) is issuing this Request for Information (RFI) to seek input from all interested parties,
agencies, and stakeholders regarding Less Restrictive Programming for Justice-Involved Youth. The goal of the RFI is to
obtain feedback regarding community-based, less restrictive programs that provide housing and supportive services for
justice-involved youth.
The County’s Probation Department (Probation) facilitates a variety of services for justice-involved youth such as
transitional housing and navigation, and behavioral health. Probation is seeking to determine the availability of community-
based housing programs that can provide structured supervision and supportive services for youth who will complete their
custodial program in a less restrictive environment. The focus population is currently committed to a Secure Youth
Treatment Facility in accordance with California Welfare and Institutions Code § 875, and the County is seeking information
on programs that allow the youth to complete their baseline terms under less restrictive conditions. The goal of this
programming is to reintegrate youth from a custodial setting back into the community through access to employment,
resource support services, and pro-social activities that build independence and resilience.
This RFI seeks information and feedback from organizations capable of providing less restrictive programming for youth
currently residing in a detention facility, with the following goals:
Facilitate gradual youth transitions from an institutional setting back into the community.
Encourage familial and support system engagement to foster resiliency.
Coordinate participation in activities that contribute to the development of pro-social skills and the health,
happiness, and wellbeing of youth (e.g. sports, recreation, art).
Help build a network of supportive resources and providers to enable youth independence.
This RFI is issued solely for information and planning purposes – it does not constitute a solicitation/Request for
Proposal/etc. or a promise to issue a solicitation in the future. This request for information does not commit the County to
contract for any supply or service whatsoever. Respondents are advised that the County will not pay for any information or
administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the
interested party’s expense. Not responding to this RFI does not preclude participation in any future solicitations. It is the
responsibility of the potential respondents to monitor this request for additional information pertaining to this requirement.
The County reserves the right to use, without restriction, any information provided in response to this RFI. Please note that
all information provided in response to this RFI may be subject to disclosure under the California Public Records Act.

2. Please describe the facilities offered by your program (i.e. bedrooms, bathrooms, communal spaces, laundry)?
3. Please describe how your program achieves a “home-like” environment for youth.
4. Where is your program geographically located? Provide the street address(es) for your facility or facilities.
5. Please describe the rules, expectations, and behavioral guidelines for participation in your program.
6. Please describe your staffing ratios within a 24-hour period.
7. What are your criteria for staffing? Include education, experience, skills and training.
8. What population(s) do you currently house, or plan to house? And, if applicable, are populations separated by
house?
9. Please provide the age range(s) of the youth you serve.
10. How does your program navigate family and support system engagement?
11. Does your program currently offer meals and snacks to residents? If contracted, would you be able to provide meal
services in a manner consistent with California Code of Regulations, Title 15, Sections 1460 and 1461?
12. If available, how will your program provide transportation to court, work, school, etc. for residents?
13. How many residents can your program accommodate at one time?
14. What is the maximum amount of time that a resident is allowed to remain in the program?
15. What enrichment activities does your program offer (e.g. sports, recreation)?
16. Will your program offer in-house or subcontracted social services such as mental health, education liaisons, and
case management services? Please describe in detail.
17. Is your program PREA compliant? If not, will you be able to commit to PREA training?
18. If requested by Probation, are you willing to provide a tour of your facility and program?
