The City of Webster Groves MO is soliciting sealed bids from qualified contractors for a replacement installation of fuel pump station located at City of Webster Grove service center (145 E Waymire Ave., Webster Groves, MO 63119). The scope of work includes but is not limited to complete removal of the old structural fuel station structures, disconnect of any and all utilities and site restoration of all materials and structures.
- Project overview
The City intends to have the old existing fuel pumps, keypad tower, vacuum machine, existing computer software, fuel pump probes, fuel pump monitor station removed and replaced as specified in the Scope of Work section of this document. The work must be completed within all applicable local state and federal regulations including Webster Groves municipal 2025 International Building Code, the Occupational Safety and Health Administration OSHA standards and Saint Louis County building codes.

1. Upgrade Diesel and Unleaded Dispensers and Fuel Management Unit.
2. Fuel dispenser to have dual 14' hoses with hose retractors.
3. PV200 to have Prox reader that utilizes the city employee cards.
4. Dispensers and Fuel Management Unit (PV200) to utilize existing electrical.
5. Remove and dispose of old equipment.
6. Dielectric unions to be installed on dispenser product piping due to Rectified Cathodic Protection on piping system.
7. Impact shear valves are not at the required height requirements. They will need to be raised to the proper elevation. This will require line testing due to shear valves being removed.
8. New impact shear valves brackets will need to be installed due to one missing and the other missing the spanning bolt.
9. Reuse wiring. If new wiring is required additional charges
will apply.3.2. ATG Upgrade
1. Remove existing Gilbarco ATG and install new EVO ONE ATG or Approved Equal.
2. Install new Diesel Probe and Unleaded Probe.
3. Existing console and probe wiring to be reused. If any wiring is not reusable additional charges will apply.3.3. DEF Cold Climate Tank / Dispenser
1. Provide and set up DEF Blue One cold climate dispensing cube tank or Approved Equal.
2. Other to provide 120VAC 20amp power supply to junction box on unit.
3. Site to schedule unit to be filled on day of arrival.
4. United to dispose of shipping materials.

120VAC, 1-Pole, 20AIn addition to the installation and start-up / commissioning of the scope items listed above, the selected contractor will be responsible for the following:
• Remove and dispose of old equipment.
Complete removal of structure including fuel pumps relocating vacuum station, fuel island terminal keypad, removal of concrete base island.
• Remove all construction debris.
Miscellaneous: 4. Mandatory Pre bid Meeting
A pre bid meeting will be held on Monday, April 20, 2026, at Webster Groves Service Center at 1:00 PM. Attendance is mandatory for all contractors intending to submit a proposal. During the meeting the contractors will have the opportunity to review the site and ask questions about the scope of work.5. The Submission Requirements
Contractors are required to submit the following documents with their proposal:
1. Letter of intent: brief statement of contractor’s qualifications and experience of performing demolition and install work similar to the scope of project.
2. Cause proposal: detailing cost breakdown for demolition and associated services including utility disconnections and site restoration.
3. Project timeline: proposed schedule for the completion of the demolition work including start and end dates.
4. References: provide at least three references from similar projects completed in the last five years.
5. Proof of insurance: certification of insurance including general liability workers compensation and any other coverage required under local regulations.6. Evaluation Criteria
Proposal will be evaluated based on the following criteria:
• Contractor’s experience and qualifications
• Cost of services
• Project timeline
• Compliance with all city state and federal regulations
• References for previous projects
