INTRODUCTIONThe San Lorenzo Valley Water District (District) has three upcoming grant-funded infrastructure projects,described below:1. DWR Highland Tank Replacement includes the installation of a new 120,000 gallon bolted steelwater tank at an existing tank site along Highland Drive in Boulder Creek, CA. Also included isassociated yard piping, storm drainage, tie-ins, and the construction of a soldier beam debriswall. Contract time is 300 days.2. DWR Redwood Park and Echo Tank Replacement includes installation of a two new 120,000gallon bolted steel water tanks at two separate tank sites. Redwood Park Tank Site, off CountryClub Drive in Ben Lomond, CA also includes a small retaining wall, an enclosed pump station, andstorm water drainage. Echo Tank Site, off Echo Lane in Boulder Creek, CA also includes largeretaining walls with tie-backs and storm water drainage. Contract time is 300 days.3. IRWM Pump Station Fire Hardening Project includes removal of the existing roof structures andcoverings of five pump stations, and construction of new fire-resistant roof structures andcoverings for each of the five pump stations, which are located across Boulder Creek, CA and BenLomond, CA. Contract time is 270 days.II. PROJECT SCOPE OF SERVICESThe District is soliciting quotes for labor compliance and certified payroll monitoring services for theabove projects. Note that there will be construction overlap between the projects, which are all expectedto begin around February – April of 2026 and are all required to be completed by the end of 2026 orearlier. While weekly progress meetings will not overlap, consultant shall have adequate staffing tohandle compliance and submittals from multiple projects and multiple construction contractors.Deliverables for this project include the following:1. Review Contractor’s Certified Payroll Submittals for adherence to prevailing wage and relevantDIR regulations;2. Attendance (in person or via phone) at weekly progress meetings;3. Coordinate with Contractors to ensure compliance with public works labor laws.The Consultant shall provide internal quality control and quality assurance procedures. Anysubconsultants employed by the Consultant shall be managed by the Consultant.Note that the Consultant shall adhere to all conditions and requirements of the California Departmentof Water Resources and IRWM Grant, which are included as Exhibit B of the Draft Professional ServicesAgreement.2026 Grant Projects CPM RFQIII. COMPENSATION SCHEDULEThe Compensation Schedule shall include, for each project:- An initiation fee ($) to cover project/account setup and attendance at the pre-constructionmeeting- A monthly service rate ($/month), to perform all deliverables described in the Scope of ServicesPlease also include a total estimate including the initiation fees for each project and monthly servicerates based on the following estimated number of construction months:- DWR Highland Tank Replacement: Estimated 6 months of construction- DWR Redwood Park and Echo Tank Replacement: Estimated 8 months of construction- IRWM Pump Station Fire Hardening: Estimated 4 months of constructionConsultant shall be compensated the initiation fee plus the service rate based on the actual number ofconstruction months for each project.IV. Theproposal shall be signed by an individual, partner, officer or officers authorized to execute legaldocuments on behalf of the Firm.3. Proposals to include the following:A. Compensation Schedule, as described in section III.B. No fewer than two Professional References including both phone numbers and emails.4. Proposals must be received no later than 3:00 p.m. local time, on or before Fri. December 5,2025.Failure to comply with the requirements of this RFP may result in disqualification.
