Modernization of Procurement Framework

Modernization of Procurement Framework

The City of Lake Forest invites qualified firms to submit proposals for consulting services to modernize its procurement framework. The goal is to align procurement policies, processes, and tools with industry best practices while segregating policy from procedure to create a dynamic, adaptable framework. This modernization effort aims to improve operational efficiency, enhance compliance with applicable regulations, and increase transparency and accountability.

Objectives

  1. Review and assess the current procurement framework, including policies, procedures, workflows, and technology.
  2. Develop a modernized procurement framework that clearly separates policies from procedures, enabling policies to provide consistent, overarching guidance while allowing procedures to be more dynamic and responsive to change.
  3. Provide a roadmap for implementing the recommended framework, including technology solutions to enhance procurement operations.
