STATEMENT OF WORKA. SCOPEIt is the intent of these specifications, terms, and conditions to describe the professionalservices for an external independent audit of the Dam Safety Program for the LowerMokelumne River Project, FERC Project No. 2916.East Bay Municipal Utility District (District) intends to award a one-year contract to theProposer(s) who best meets the District’s requirements.The Owners Dam Safety Program (ODSP) is required of Federal Energy RegulatoryCommission (FERC) regulated hydropower dams with high and significant hazardpotential classifications. The ODSP helps to ensure the safety of dams owned andoperated by the licensees. The District’s ODSP has been formalized into a documenttitled "Dam Safety Program Guide" (DSP) Guide, which was developed in compliancewith FERC requirements for the District’s Lower Mokelumne River Project (Project),FERC Project No. 2916 that includes the Pardee and Camanche Reservoirs, dams,hydroelectric facilities, and their associated appurtenant water retaining structures,located in Valley Springs, California. Policy 9.07 – Dam Safety Program (DSP), adopted bythe District’s Board of Directors, states the District-owned dams and associated facilitiesare managed to ensure dam safety, structural integrity, and operational safety for theprotection of life, property and the environment. The District developed this DSP Guideto meet objectives of Policy 9.07 for District staff, consultants, and contractors.Although the same best practices of the DSP Guide applies to all of the District’s damsand appurtenant structures, including the FERC regulated facilities, this RFP scope islimited to only the FERC Project No. 2916 facilities.To assure that an ODSP continues to improve, FERC requires an external independentaudit as requested in this RFP be conducted periodically by a qualified dam safety experton a schedule not to exceed five years. The previous audit report was approved inJanuary 2022, therefore the current proposed audit report should be completed no laterthan January 2027.The audit is intended for the District to identify areas of improvement, to obtainrecommendations on changes to its dam safety program, and to evaluate how well theDSP is performing. The DSP Guide and its components will be reviewed and evaluatedfor adequacy in stating the District’s dam safety policy, objectives, and expectations.Findings and recommendations will be prepared in an audit report for the District tosubmit to FERC.RFP NO. WRPD-2-26Page 3Dam Safety Program Audit for FERC Project No. 2916B. PROPOSER QUALIFICATIONS1. Proposer Minimum QualificationsA. Proposer, Proposer’s principal, or Proposer’s staff shall have beenregularly engaged in the business of providing independent audits of theOwners Dam Safety Program for FERC licensed hydropower facilities for atleast three (3) years.B. Proposer shall be an audit team that meets FERC requirements for servingas an auditor. Qualifications for an auditor include:(1) Engineer(s) experienced in dam safety design, operation, andmaintenance of the types of dams (earthen embankment andconcrete gravity) being evaluated,(2) A current/former Chief Dam Safety Engineer (CDSE), who hasworked in a different dam owning organization with a strong damsafety program,(3) Someone with a regulatory dam safety background (e.g. current orformer state or federal employee), or(4) Engineering Consultant with expertise in dam and hydro safetymanagement, design, and/or dam safety engineering.C. Proposer shall possess all permits, licenses, and professional credentialsnecessary to perform services as specified under this RFP.D. Proposer shall provide to the District statements of qualifications,including resumes, with the proposal for each of the proposed auditor andaudit team members. A statement of qualification describes in a narrativethe training, experience, and education that qualifies the person for thework. The resume should state the individual’s technical discipline andproficiency and must clearly document that the individual possesses therelevant knowledge and skills at the proficiency level identified in thesubmittal. The proposed audit team for this RFP must be approved by theRegional Engineer of the FERC San Francisco office prior to performing theaudit for the District.C. SPECIFIC REQUIREMENTSThe documents and reports developed by the District for the Project may containCritical Energy Infrastructure Information (CEII). These documents are only availableRFP NO.
