By submitting a response to this solicitation, theproposer accepts the responsibility for downloading, reading and bidding by the termsand conditions set forth in the City’s “General Information for Vendors”.III. QuestionsAny questions must be directed in writing to bids@bangormaine.gov no later than 4:30PM, Friday, January 23, 2026.The City will issue a response on or before 4:30 PM, Friday, January 30, 2026. Theresponse will be in the form of an addendum, which will be available on the City’swebsite. Notifications will be sent out at the time of release of all addendum to theappropriate Registered Vendor List. To receive these updates, the City stronglyencourages all potential proposers to register as vendors atwww.bangormaine.gov/vendorregistrationV. Late proposalsIt is the responsibility of the Proposer(s) to see that their proposals have sufficient timeto be received by the Purchasing Department before the submittal deadline.Any proposal, portion of a proposal, or unrequested proposal revision received at theCity of Bangor Purchasing Department after the time and date specified, will be returnedto the Proposer unopened.VI. Withdrawal of ProposalsNo Proposer may withdraw their proposal for a period of ninety (90) days from the dateof opening. All proposals shall be subject to acceptance by the City during this period.To withdraw a proposal prior to the opening, the Proposer shall request the withdrawalin writing. All costs associated with the withdrawal (i.e. mailing fees) will be borne by theProposer.VII. AwardThe proposal award will be based on the following:Bid No. P26-32Page 2 of 13Sidewalk Tractor1. Qualifications of and/or prior history with the proposer and equipment (if nohistory or experience, references may be requested of the successful proposer),2. Availability of equipment and parts, and3. Cost.VIII. RejectionThe City of Bangor reserves the right to reject any and all proposals, to waive anyinformalities or defects in proposals or to accept a higher cost proposal if it is deemed tobe in the best interest of the City of Bangor. The City also reserves the right to negotiatewith the successful proposer.IX. Information for ProposersAll Federal and State taxes must be excluded from the proposal price. A tax exemptioncertificate for the City of Bangor shall be furnished to the successful proposer uponrequest.Please return pages four (4) through eleven (11) of this Request for Proposals includingthe bid form, and the manufacturer’s brochure. Pages must be completed and returnedwith all questions answered in order to be considered compliant.After Section X. Specifications, a space is provided for the proposer to answer whetherthey comply with the referenced section. Any variation from the Requested Specificationmust be noted in Vendor Specifications column. Caution should be taken by the proposerto ensure that all questions are answered in the spaces provided and that all informationrequested is provided.Brochures must be returned with the proposal Submission. The City is also looking for aquote on several different attachments for this unit. The specifications should be viewedas a guideline for the City’s needs and not an absolute minimum or maximumrequirement.X. SpecificationsThe equipment requested must be new, unused, and the manufacturer’s current yearproduction model or unsold previous year model. It shall be complete as nationallyadvertised. The complete unit must be designed for severe duty winter weatherconditions, as well as for hot weather conditions. This unit must have a snow plow bladeattached at the front quick connect attachment that may also be used for carrying asnow blower, hydraulic sander, and a power angle broom.The equipment must be thoroughly inspected, serviced and ready for use upon delivery.All work performed must meet established industry standards of quality to beacceptable. Any unacceptable work must be corrected before payment is issued.Bid No. P26-32Page 3 of 13Sidewalk TractorTo ensure that only those tractors that are of sufficient power, are not too large foroperating on municipal sidewalks and qualify as market-proven commercial productionvehicles, the following mandatory specifications have been established. Proposals willbe rejected if the first five mandatory specifications are not met.1. One four-wheel drive articulating, oscillating, rubber-tired, diesel-powered multi-purpose tractor, designed for year-round work, utilizing various attachments thatshall be supplied.2. Tractor shall be no wider than 50½” (1.3m), including fenders and no taller than80” to top of roof.3. Engine shall be a water-cooled diesel with at least 74 hp @ 2,500 rpm andproducing torque of 224 lbs.-ft @ 1,600 rpm.4. Tractors shall have sufficient hydraulic capability to power manufacturer's ownhydraulically driven angle sweeper, cold planer, 14’ wide rotary mower, etc.5. Tractors shall have a mechanically driven front Power Take-Off (PTO)6.
