Sealed proposals for the services named above will be received at the Office of the Director of Finance until 11:00 a.m. EST, June 11, 2026. Thereafter, proposals will be opened in public and read aloud or opened and read aloud pursuant to the applicable provisions of the Governor’s Executive Orders. Responses received after this date and time will not be accepted.

INTRODUCTIONThe Town of Enfield is soliciting proposals for the above-named services. If there are anyconflicts between the instructions in these Standard Instructions to Proposers and anyother proposal document(s), these Standard Instructions to Proposers shall prevail.2. OBTAINING PROPOSAL DOCUMENTSBeginning Thursday, May 14, 2026, specifications and proposal documents may beobtained from Carl Johnson, Deputy Director of Public Works – Capital Projects &Administration, Stanley E. Jablonski DPW Complex, 40 Moody Road, Enfield, CT 06082,telephone number (860) 763-8806 or cajohnson@enfield.org.4. PROPOSAL SUBMISSION INSTRUCTIONSA. One (1) original and two (2) copies of all proposals must be submitted in a sealedenvelope clearly marked "GENERATOR MAINTENANCE AND EMERGENCY SERVICES ATVARIOUS WATER POLLUTION CONTROL FACILITIES AND TOWN-OWNED BUILDINGS”.If forwarded by mail or courier, the sealed envelope must be addressed to “Directorof Finance, Town of Enfield, 820 Enfield Street, Enfield, Connecticut 06082”.Proposals must be at the Office of the Director of Finance by the time of the ProposalOpening date noticed in Section 2 entitled KEY EVENT DATES. Since all submissionsmust be date and time-stamped, the Finance Department will accept proposalsMonday through Friday, from 9:00 a.m. to 5:00 p.m. EST (excluding holidays).Postmarks are NOT an acceptable waiver of this policy. Corrections and/ormodifications received after the first proposal is opened will NOT be accepted.B. Ditto marks or words such as "SAME" on the Proposal Form are NOT consideredwriting and must not be used.C. All information must be submitted in ink or typewritten. Mistakes may be crossed outand corrections inserted. Corrections must be initialed by the person signing theproposal.D. Proposals are considered valid for ninety (90) days after proposal(s) are opened.Proposers may not withdraw, cancel or modify their proposal for a period of ninety(90) days after proposal(s) are opened.E. Proposals must be signed by an authorized person representing the legal entity of thefirm submitting the proposal.F. The inability to meet any specified requirements must be stated in writing and2STANDARD INSTRUCTIONS TO PROPOSERS (continued)G. attached to the Proposal Form or written on the Proposal Form.5. PRESUMPTION OF PROPOSER BEING FULLY INFORMEDAt the time the first proposal is opened, each Proposer is presumed to have read and bethoroughly familiar with all proposal and contract documents for this project. Failure oromission of the Proposer to receive or examine any information shall in no way relieveany Proposer from obligations with respect to their proposal.6. INTERPRETATION OF ACCEPTABLE WORKThe specifications, proposal and contract documents are to be interpreted as meaningthose acceptable to the Town of Enfield. Any substantive changes or interpretations willbe issued by the Town in writing as an addendum.7. TAX EXEMPTIONSThe Town of Enfield is exempt from Federal Excise taxes and Connecticut Sales and Usetaxes. Proposers shall avail themselves of these exemptions.8. INSURANCEProvider shall agree to maintain in force at all times during the contract the followingminimum coverage. Insurance shall be written with Carriers approved in the State ofConnecticut and with a minimum AM Best’s Rating of “A“ VIII. In addition, all Carriers aresubject to approval by the Town of Enfield. Minimum Limits:A. Commercial General Liability Each Occurrence $1,000,000 and $2,000,000 Aggregate.Town of Enfield shall be named as an Additional Insured on a primary non-contributory basis for ongoing and completed operations. Waiver of Subrogation tobe provided.B. Auto Liability Combined Single Limit $1,000,000 for all owned, hired, and non-ownedvehicles for property damage and liability. Proof of Inland Marine coverage. Town ofEnfield shall be named as an Additional Insured on a primary non-contributory basis.Waiver of Subrogation to be provided.C. Pollution Liability coverage to be provided with a $1,000,000 limit and $1,000,000aggregate. The Town of Enfield shall be named as an Additional Insured. Waiver ofSubrogation to be provided.D. Umbrella/Excess Liability $5,000,000 per occurrence and $5,000,000 Aggregate.General Liability, Auto Liability and Workers’ Compensation to be listed as underlyingcoverages. Umbrella/Excess Liability to follow form with respect to Additional Insuredon a primary non-contributory basis and Waiver of Subrogation.E. Workers’ Compensation - For all the employees employed on said Work shall bemaintained in accordance with Connecticut’s Workers’ Compensation Act. In case3STANDARD INSTRUCTIONS TO PROPOSERS (continued)any class of employees engaged in hazardous Work under the contract at the site ofthe Work is not protected under the Workers’ Compensation Act, the CONTRACTORshall provide Workers’ Compensation Insurance for the protection of its employeesnot otherwise protected. Waiver of Subrogation to be provided.F. A thirty (30) day Notice of Cancellation applies for the Town of Enfield. If any policy iswritten on a “Claims Made” basis, the policy must be continually renewed for aminimum of five (5) years from the completion date of this contract. If the policy isreplaced and/or the retroactive date is changed, then the expiring policy must beendorsed to extend the reporting period for claims for the policy in effect during thecontract for five (5) years from the completion.G. Exceptions to the Town’s Insurance requirements are subject to the sole discretion ofthe Town of Enfield.H. If any policy is written on a “Claims Made” basis, the policy must be continuallyrenewed for a minimum of two (2) years from the completion date of this contract. Ifthe policy is replaced and/or the retroactive date is changed, then the expiring policymust be endorsed to extend the reporting period for claims for the policy in effectduring the contract for two (2) years from the completion date.I. Where permitted by law, the Contractor shall defend, indemnify, and hold harmlessthe Town of Enfield and all of its officers, employees, and agents from all suits, actions,or claims of any character, name, or description brought for or on account of anyinjury or damage caused to any person or property as a result of, in connection with,or pursuant to the performance of the Contractor, including all costs incurred by theTown of Enfield in defending itself against such claims or actions, in proportion to theextent that the Contractor is held liable for same by an arbiter of competentjurisdiction. As much of any money that may be due to the Contractor under theContract as the Town of Enfield considers necessary for the purpose of suchindemnification or holding the Town of Enfield harmless may be retained for such useby the Town of Enfield; and the Contractor’s surety bonds may be held until such suitor suits, action or actions, claim or claims, as aforesaid, shall have been settled anduntil the Contractor has furnished to the Town of Enfield suitable evidence to thateffect. Such indemnity shall not be limited by reason of any insurance coveragerequired under the Contract.9. PROPOSAL BONDProposers are required to furnish a proposal surety at the time the first proposal isopened in the amount of five thousand ($5,000) dollars. The proposal surety should be inone of the following three (3) forms: (a) a bank certified check, (b) a bank check, or (c) asurety company bond. The surety company must be authorized to write such suretybonds in the State of Connecticut. Checks or bonds must be drawn to the order of "Townof Enfield, Attention Finance Director".4STANDARD INSTRUCTIONS TO PROPOSERS (continued)10. PERFORMANCE BOND AND PAYMENT BONDTo ensure the faithful execution of this proposal according to its provisions, theContractor awarded this proposal must provide to the Town of Enfield, at the Contractor'sexpense, a performance and payment bond in the amount of five thousand ($5,000)dollars. The bonds must be issued by a company authorized to write such surety bondsin the State of Connecticut. The bonds shall be drawn to the order of the "Town of Enfield,Attention Finance Director", and delivered to the Town prior to commencement of work.On projects less than fifty thousand ($50,000) dollars the Contractor may substitute theperformance bond (but not the payment bond), for a bank certified check or a bankcashier's check in the amount of five thousand ($5,000) dollars.11. GUARANTEEThe Proposer shall provide a one (1) year minimum guarantee for all work performed andall materials provided to the covered system(s). The Proposer shall provide the Town witha written statement of guarantee for the covered systems. In addition, any productwarranty offered by the manufacturer or distributor in excess of one (1) year shall begiven to the Town by the Proposer at the time of substantial completion.12. PERMITSThe Contractor is solely responsible for obtaining all required permits, obtaining allnecessary inspections and approvals and satisfying any and all fees. The Town will waiveall Town of Enfield fees for building permits and inspections.13. FAIR EMPLOYMENT PRACTICESThe Contractor agrees not to discriminate against any employee or applicant foremployment in the performance of this Contract's work with respect to hire, tenure,terms, conditions, or privileges of employment due to race, sex, age, religion, nationalorigin, or other conditions proscribed by State or Federal law.14. CONTRACT PERIODIt is anticipated that the initial Contract period shall be from July 1, 2026 through June 30,2027. Subsequent one (1) year renewals, at the option of the Town of Enfield, may beavailable for two (2) additional years. Total contract period, including all options, shall notexceed thirty-six (36) months.15. STANDARD FORM OF CONTRACTUAL AGREEMENTThe Town of Enfield intends to enter into a contract with the successful vendor. Thecontract will include and incorporate the provisions of this Request for Proposalsincluding the Standard Instructions to Proposers, the Scope of Work and the successfulvendor’s proposal. In the event of any conflict between the Request for Proposals and thesuccessful vendor’s proposal documents, the Request for Proposals shall prevail.5
