For purposes ofidentification and clarity within this RFP, the term “COLLEGE” shall refer to Santa FeCommunity College (SFCC), and the term “OFFEROR” shall refer to the RFP respondents.Proposals must be submitted no later than the proposal deadline date of January 16, 2025 @2:00PM MST1. SUBMISSION:Proposals and all related documents shall be submitted via email to the RFP administratorat antonette.tapia@sfcc.edu The subject line shall be labeled:PROPOSAL SUBMITTAL - COMPANY NAME – SFCC RFP: P03-26All documents must be received prior to the deadline date and time. In addition, the offerorshall contact the RFP Administrator by email or phone to confirm receipt of all submitteddocuments prior to the deadline. Proposals that are not sent and labeled correctly, or thatcannot be accessed or opened, may not be considered.2. CANCELLATION:SFCC reserves the right to cancel without penalty, this RFP, the resultant contract/purchaseorder, or any portion thereof for convenience, unsatisfactory performance, or unavailability offunds.3. AWARD:SFCC anticipates making only one award under this RFP but reserves the right to makemultiple awards to primary, secondary or more sources or to otherwise split the award of theitems, projects and/or sections of this proposal, if in the best interest of the College. Award(s)may result in a multi-term contract, at the discretion of the College.SECTION I. SCOPE OF WORK AND OTHER INFORMATION1.1. Project Overview:1.1.1. In 2024, in partnership with New Mexico Independent Community Colleges SantaFe Community College (SFCC) led the development and implementation of the NewMexico College Student Experience Survey. This survey, conducted at nine NewMexico community colleges, was distributed to all students and included a focus onparenting students. The 2026 New Mexico College Student Experience Survey willexpand on the initial 2024 survey by including additional New Mexico public andtribal higher education institutions and incorporating new student parent researchquestions. Santa Fe Community College is seeking proposals for a research partnerto support additional survey development, data analysis, and completion of datareports.1.1.2. Context: SFCC supports student parents at the college through the Student ParentSuccess Program. The SFCC Early Childhood Center of Excellence (ECCOE) hasalso recently launched the New Mexico Student Parent Alliance (NMSPA), which isdedicated to empowering and uplifting student parents and their families bypromoting postsecondary success through multigenerational support. ThroughNMSPA, SFCC ECCOE collaborates with community organizations and highereducation institutions across New Mexico to create lasting positive outcomes forstudent parents and future generations. The 2026 New Mexico College StudentExperience Survey will serve as a key data source for collaborative decision making,a policy agenda, and other activities of the NMSPA.1.1.3. Scope of Work:Santa Fe Community College expects the contractor to complete, at a minimum, the tasksoutlined below. These tasks, as well as any additional tasks proposed by the applicantshould be included in the proposal narrative and the proposed scope of work. Applicants areencouraged to revise, expand, and otherwise edit the tasks in their project proposal if theyremain consistent with the overall project purpose, goals, and available funding.Working closely with the staff of Santa Fe Community College (SFCC), which coordinatesthe New Mexico Student Parent Coalition (NMSPA), the contractor will:1.2.1. Survey Preparation:A. Write a detailed timeline for all survey development, data analysis, and reportingactivities.B. Identify survey measures, including previously validated scales, to measureadditional student parent research questions.C. Conduct cognitive interviewing on select new survey questions that have not beenpreviously tested or validated.D. Finalize 2026 survey instrument.E. Translate survey instrument to Spanish.F. Contribute to IRB application, to be submitted to SFCC’s Institutional ReviewBoard.G. Facilitate secure data transfer and perform data analysis of survey data.1.2.2. Data Analysis and Reporting:A. Perform analysis of survey data.B. Write one (1) aggregate statewide report reporting on student parentdemographics and other measures and comparing parenting and non-parentingstudent parents, including state and institutional policy recommendations.C. Write two (2) additionalsub-population-focused reports, such as on single parentsor returning student parent learners, to be decided upon jointly with SFCC staff.D. Write institutional reports summarizing student parent vs. non-parenting datafindings for individual colleges/universities.E. De-identify data for each institution and provide de-identified data files thatSFCC can securely share with each participating college/university.F. Collaborate to create and participate in at least two (2) presentations of surveyresults.1.2.3. The contractor will plan and participate in and facilitate a meeting with SFCC staffwithin 14 days of contract execution and establish a regular meeting schedulethereafter.1.2.4. Alternate Scope of Work: (Alternate Scope of Work and deliverables may beincluded in proposal but will not be required.)A. Option 1: Conduct at least 10 focus groups to follow up on survey findings:a. Develop a focus group protocol based on additional research questions thatarise from survey findingsb. Complete IRB applicationc. Conduct focus groups and perform qualitative data analysisd. Produce a final reporte. Distribute focus group incentives1.2.5. Deliverables:A. Completion of survey instrument and IRB applicationB. Completion of statewide reportC. Completion of two (2) topical reports
