Minimum Qualifications and ExperienceThe City seeks professionals with demonstrated expertise in performing the servicesdescribed herein. BACKGROUNDThe City of Hesperia is located in the High Desert area of San Bernardino County alongInterstate 15 (I-15), approximately 40 miles northeast of Ontario International Airport.Incorporated in 1988, the City encompasses approximately 75 square miles and has apopulation of roughly 101,836 residents.The City requests written responses to a Request for Proposal (RFP) for selection of anemergency management consultant to provide role specific training for EmergencyOperations Center (EOC) Staff during an activation. The purpose of this training is toimprove operational effectiveness, situational awareness, communication, andcoordination within the EOC. The training will identify opportunities for improvement anddetermine the organizational, procedural, and operational enhancements necessary tostrengthen the City’s emergency management capabilities. The Consultant shall provideclear, actionable recommendations designed to improve readiness, enhanceinterdepartmental coordination, and ensure the City can effectively respond to and recoverfrom emergency events while maintaining continuity of government and essential services.The City Manager’s Department is responsible for providing executive leadership andstrategic direction for the organization, including oversight of Emergency Operations andcoordination of citywide response during incidents and disasters. The City faces both theopportunity and responsibility to strengthen emergency preparedness, enhanceinterdepartmental coordination, and ensure resilient, well-managed operations that protectpublic safety while maintaining continuity of government and essential services.III. SCOPE OF WORKRefer to Attachment A for Scope of Work.IV. PROPOSAL FORMATThe proposal shall consist of two parts: a Technical Proposal and a Fee Proposal.Proposals must be typed or printed legibly in ink. Erasures and whiteouts are notpermitted. Mistakes may be crossed out with corrections typed or written adjacent theretoand initialed in ink by the individual(s) signing the proposal.Proposals are to be prepared in such a way as to provide a straightforward, concisedescription of capabilities to satisfy the requirements of this RFP. Emphasis should beconcentrated on conformance to the RFP instructions, responsiveness to the RFPrequirements, and on completeness and clarity of content.Each section of the Technical Proposal shall be tabbed according to the numberingsystem shown below.Technical ProposalA. Technical ProposalTAB - 1 Cover LetterPage 2 of 16City of HesperiaRFP 2025-26-005 EmergencyOperations TrainingThe Cover Letter shall be on company letterhead, signed by a duly authorizedofficer, employee, or agent of the Consultant. The Cover Letter shall include thefollowing information:a. A statement that the Proposal is submitted as a response to RFP 2025-26-005 Emergency Operations Training.b. An introduction of the Consultant including: legal name; address andtelephone number of office headquarters, along with the local office; type ofbusiness entity [sole proprietor, partnership, or corporation (including state ofincorporation)]; and date founded.c. A brief discussion of general background and qualifications and a descriptionof any special knowledge or capabilities material to the services requested inthe RFP. Be sure to include whether the Consultant has done work for thepublic sector in the last five (5) years.d. A statement addressing any proprietary information that might be containedin the Proposal, in accordance with Section VII, Paragraph 10.e. Indicate which individual(s) by name, title, address, and telephone numberare authorized to negotiate and execute an Agreement with the City on behalfof the Consultant.f. A statement that Consultant has read and understands the RFP in its entirety,including, without limitation, the scope and nature of the work, all appendices,attachments, exhibits, schedules, and addendum, as applicable. Should theConsultant have any objections to the RFP, they must be clearly stated in theCover Letter, specifically referencing the particular section number,paragraph, and page number of the objection. However, making an objectiondoes not relieve the Consultant from complying with the requirements of theRFP.TAB - 2 UnderstandingUnderstanding of the Scope of Work; demonstrated knowledge of the work;identification and knowledge of Federal, State, City, and other agencyrequirements, as applicable to the required service.TAB - 3 Approach to the Scope of WorkProvide a compendium of the issues from the Consultant’s perspective.Describe the proposed approach and methodology to performing the work.Information should demonstrate the Consultant’s:a. Knowledge of the technical and functional needs;b. Describe each service you provide and how you go about obtaining thatinformation;c. Online capability;d.
