Salient characteristics:



The offered product shall:



-Be a wall-mounted integrated diagnostic and vital signs assessment system designed for ambulatory, outpatient, emergency, and clinical healthcare environments.



-Include integrated diagnostic examination instruments consisting of:



-One otoscope



-One ophthalmoscope



-Rechargeable or powered instrument handles permanently mounted within the wall system.



-Provide integrated vital-sign monitoring capabilities including:



-Non-invasive blood pressure (NIBP)



-Pulse rate



-Pulse oximetry (SpO₂)



-Temperature measurement.



-Support adult, pediatric, and neonatal patient populations.



-Include a color touchscreen display that allows clinicians to view, document, and review patient assessment information.



-Support spot-check and interval monitoring functions for patient vital signs.



-Provide programmable visual and/or audible alarms for monitored parameters.



-Include integrated cord, accessory, and blood pressure cuff management to reduce clutter and maintain an organized patient-care area.



-Support electronic connectivity for transfer of patient data to electronic medical record (EMR/EHR) systems through Ethernet, wireless networking, USB, or equivalent connectivity methods. (Not Necessary)



-Include a minimum of four accessory connectivity ports (USB or equivalent) for peripheral devices and future expansion.



-Operate on standard U.S. commercial power (100–240 VAC, 50/60 Hz) or equivalent.



-Be capable of documenting and storing patient assessment and vital-sign information for clinical review and recordkeeping.



-Include all hardware, mounting components, cables, sensors, accessories, and software necessary for a fully operational wall-mounted diagnostic and vital-signs assessment system.



-Meet applicable FDA clearance requirements and recognized medical electrical equipment safety standards for clinical use.







The applicable North American Industry Classification System (NAICS) code assigned to this requirement is 339113- Surgical Appliance and Supplies Manufacturing with a small business size standard of 800 employees.

In accordance with FAR 4.203-1(b), offerors and quoters must be registered in System for Award Management at SAM.gov, at the time an offer or quotation is submitted and at time of award.





Submission Instructions: Interested parties are invited to submit a response to this notice by 10:00AM (MDT) on 6/9/2026 to Rodney Brown, Contract Specialist, at Rodney.Brown@ihs.gov with the subject line “BN-GSUT2-20263146.” Your submission must include the following information, at a minimum:




  1. Identification of potential equivalents and corresponding manufacturer information.

  2. Statements/descriptions on how potential equivalents compare against each item’s salient characteristics.

  3. Company Profile that includes: UEI, Name and Address, Primary POC information, business size and type of ownership, socio-economic status/participation such as 8(a), WOSB/EDWOSB, SDVOSB and HUBZone, identification of Native American ownership, SAM.gov representations and certifications, and other related documentation.

  4. A brief statement of the company’s capability that relates to the described government requirement. Additional demonstration of capability may include current and past performance history for the same or similar requirement, established contracts such as GSA or VA Schedule, etc.

  5. Indian-owned Small Business Economic Enterprises (ISBEEs) and Indian-owned Economic Enterprises (IEEs) must also submit a completed IHS IEE Representation Form (attached) in accordance with HHSAR 326.606-1(b).
