COMMUNITY PLANNING, DEVELOPMENT & INNOVATIONCommunity Development Division435 RYMAN | MISSOULA, MT 59802-4297 | 406.552.6630 | FAX 406.552.6053REQUEST FOR QUALIFICATIONS (RFQ)For Qualified Environmental Professional Services to theCity of Missoula Brownfields ProgramPublish date: April 17, 2026SECTION 1 – GENERAL INFORMATION1.1 PurposeIn accordance with the Comprehensive Environmental Response, Compensation, and Liability Act(CERCLA) § 104(k) and 40 CFR § 312.10, the City of Missoula, Montana, (City) is seekingStatements of Qualifications (SOQ) from firms to coordinate, direct, and oversee environmentalassessment and cleanup activities at any given brownfield site over the course of three (3) yearsfrom 2026 to 2029.1.2 General Submission InformationThe Brownfields Program is accepting SOQs from firms wishing to be added to the list ofprequalified firms to perform specific projects involving several types of environmental services.The SOQ should address the firm’s capabilities for performing all aspects of services that they arerequesting consideration for prequalification. Specific project selections will be based on the listof prequalified firms determined by City program staff based on the information included in thesubmitted SOQ. The City reserves the right to award projects to prequalified firms at its discretion,either directly or through a project specific proposal based system. Additionally, the City may, inits sole discretion, conduct additional procurement outside this RFQ for activities which wouldbenefit the program from additional expertise or qualifications.1.3 QuestionsQuestions will be accepted until 11:59 p.m. (local time) on Wednesday, May 13, 2026. By submitting a SOQ each firm agrees to be bound in this respect and waives allclaims to such costs and fees.1.5 Reasonable AccommodationsThe City attempts to provide reasonable accommodations for any known disability that mayinterfere with a person from participating in any service, program, or activity of the agency.Alternative accessible formats of this document will be provided upon request. For furtherinformation, call Angela Simonson, Chief HR Director, at 406-552-6128 or e-mail atsimonsona@ci.missoula.mt.us.SECTION 2 – GENERAL CONDITIONS2.1 Quality AssuranceAny environmental sampling required will follow guidelines, regulations, and requirements ofboth the U.S. Environmental Protection Agency (EPA) and Montana Department ofEnvironmental Quality (DEQ). All data will be generated in accordance with the qualityrequirements described in the City’s Programmatic Quality Assurance Project Plan (QAPP) (June2024 – January 2026 Annual Review) or its successor, as appropriate. Sampling activities must beadequate to determine the presence or absence, magnitude, extent, and cleanup options forcontaminants that may pose a threat to human health and the environment, as well asredevelopment and future land use. Prior to any sampling event, a site-specific Sampling andAnalysis Plan (SAP) will be developed and approved by EPA and DEQ, as necessary. SAPs willidentify the data collection activities and associated quality assurance and quality control measuresfor the sampling event. The City’s QAPP is available electronically upon request.2.2 Federal RequirementsBecause this work is federally funded it entails federal cross-cutting requirements. The three mostimpactful federal requirements are highlighted below.DBE ProcurementIn accordance with EPA’s Program for utilization of Disadvantaged Business Enterprises(DBEs), the selected firms must ensure and document that six affirmative steps arefollowed in extending any subcontracting opportunities to qualified DBE firms (see 40CFR § 35.6580(a)). This applies to subcontractors who may be listed as members of theproject team as described in Section 3.6.Davis-Bacon ActIn general, contracts and subcontracts for construction related activities must be procuredin accordance with Davis-Bacon (DB) requirements; awarded at or above DB prevailingwage requirements; and must document and retain documentation of compliance with DB,e.g., periodic interviews and weekly collection of certified payrolls. Construction relatedactivities associated with cleanup activities are subject to DB prevailing wagerequirements. For example, excavation of contaminated soil would be classified as HeavyCity of Missoula Brownfields ProgramPage 2 of 72026-2029 RFQ for QEP ServicesConstruction; and asbestos abatement within structures would be classified as BuildingConstruction. The selected firms will assist the City to comply with DB requirements forits own staff (if relevant) and cleanup contractors who must follow the prevailing wagedetermination for the locality of Missoula, Montana.National Historic Preservation ActPrior to conducting or engaging in any on-site activity with the potential to impact historicproperties (such as invasive sampling or cleanup), the City shall consult with EPAregarding potential applicability of the National Historic Preservation Act (NHPA) (16USC § 470) and, if applicable, shall assist EPA in complying with any requirements ofNHPA and implementing regulations. The selected firms will assist the City to complywith NHPA Section 106 requirements, as necessary.2.3 Health and Safety RequirementsThe selected firms must have advanced health and safety training as specified in OccupationalSafety and Health Administration (OSHA), 29 CFR 1910.120, including 40-Hour HazardousWaste Operations and Emergency Response (HAZWOPER) and 8-Hour Refresher Courses.Selected firms must ensure that all individuals working at the site have appropriate health andsafety training. The selected firms may be asked to review and prepare site-specific Health &Safety Plans prior to any on-site work performed by any contractor or subcontractor.2.4 Equal Employment OpportunityPursuant to Section 49-2-303 and 49-3-207, of the Montana Code Annotated, no part of theseservices shall be performed in a manner which discriminates against any person on the basis ofrace, color, religion, creed, political ideas, sex, age, marital status, physical or mental disabilities,or national origin by the persons performing the contract. Any hiring by the selected firm shall beon the basis of merit and qualifications directly related to the requirements of the particular positionbeing filled.SECTION 3 – RULES GOVERNING COMPETITION3.1 SOQ SubmissionOne (1) electronic copy of the written SOQ clearly identified as “SOQ 2026-2029 QEP Services”shall be submitted by email to Tyler Walls at wallst@ci.missoula.mt.us on or before 11:59 p.m.(local time) on Monday, May 18, 2026. SOQs received after this deadline shall not beconsidered. A confirmation email will be sent to all firms who have submitted written responsesto the City by this deadline.To achieve a uniform review process and obtain the maximum degree of comparability, the SOQshall be organized in the manner specified below. Each section of the SOQ shall not exceed thenumber of pages noted in this section. An appendix of resumes and certifications may accompanythis submittal and does not count toward the page limits noted below. One page shall be interpretedCity of Missoula Brownfields ProgramPage 3 of 72026-2029 RFQ for QEP Servicesas one side of single-spaced, typed, 8½” x 11” sheet of paper using no less than 12-point font with1” margins.The SOQ shall be organized as follows (12 pages maximum, not including appendix):3.2 Title Page (1 page)The following information must be included: the name of the firm; date; address(es)/location(s);telephone number(s); email(s); UEI and EIN numbers of the firm; names of all principals in thebusiness; name of contact person(s); a narrative describing that the firm is qualified to provide therequired services and the advantages that would accrue for the City from selecting the firm; astatement indicating whether the firm and any of its key personnel are on the list of contractorsthat have been suspended, debarred, or otherwise ineligible for participating in federal programs;and a statement on whether the firm is a Disadvantaged Business Enterprise (DBE).The title page must be signed by a corporate officer or another individual who has the authority tobind the firm into contractual agreements. The typed or printed name and title of the individual(s)signing the SOQ must be clearly shown immediately below the signature.3.3 Table of Contents (1 page)Clearly identify the contents of the submittal and sub-sections with page numbers.3.4 Qualifications of Firm (3 page)A description of the firm’s fields of expertise, as well as knowledge of and experience withenvironmental assessment and cleanup. Include information on the firm’s size and resourcesavailable for these projects and the office(s) that would provide the primary services on the project.Firms whose project personnel are not located within Missoula County should include a statementidentifying whether or how travel costs will be charged and whether distance from Missoula willaffect the firm’s ability to manage the project. Federal reimbursement and travel rates shall apply.Additionally, written responses should demonstrate and provide evidence of the firm’scompetency in collecting environmental data in accordance with EPA Policy Directive NumberFEM-2012-02.3.5 Previous Project Experience (3 pages)Provide detailed information on relevant past and current projects, including references relating tothe types of services described in Section 4.1. Provide information on projects for which your firmhas provided overall coordination of environmental assessment and cleanup activities. Exampleprojects should include the specific project details, such as scope, subcontractors, budget andcontract information of the individual familiar with the project. Recent and current work for theCity will be of particular interest. Do not include past projects unless key individuals who willwork on projects under this RFQ participated in the past project.City of Missoula Brownfields ProgramPage 4 of 72026-2029 RFQ for QEP Services3.6 Project Team (2 pages)Identify the proposed team considered, including an organizational chart that specifies roles andresponsibilities and office locations for each key team member. The specific roles andresponsibilities for each individual must be described in detail. In particular, describe how theproject team will manage day to day activities and the familiarity of the project team with local,state, and federal regulations and procedures. Project team members used within one area ofexpertise may be used in other areas of expertise, as appropriate. Additionally, written responsesshould include team member experience in the following areas:• Meeting the standard of a qualified environmental professional (QEP) as defined in 40 CFR§ 312.10.• Advanced health and safety training as described in Section 2.3.3.7 Capability to Meet Project Schedule and Budget Requirements (2 pages)Provide detailed information on present and projected workload for each project team member.This information shall address the project team’s present and projected workload through the endof May 2027 and describe any potential limitations in meeting potential project time requirements.Data on past project performance including historic project timelines and budgets will be ofparticular interest. Describe how the firm was able to meet past project goals while staying withinproject budgets.3.8 Appendix (not included in the page limits noted above)Resumes including certifications shall be provided in the appendix for each project team member,detailing their relevant experience. Performance on previous City projects will be of particularinterest. The resumes must be arranged alphabetically. Additionally, a Fee Structure or Rate Sheetshall be provided in the appendix for all key personnel, including miscellaneous expenses such ascopying/printing, software (ArcGIS), and other fees.SECTION 4 – DESCRIPTION OF WORK4.1 Type of ServicesThe type of services required under this RFQ may include, but will not necessarily be limited to,the following:a. Coordinate, direct, and oversee environmental assessment and cleanup activities at agiven brownfield site. These activities may include site investigation, soilremediation, groundwater treatment, and abatement of hazardous building materials.b. Phase I – Environmental Site Assessments (ESAs) in accordance with the AllAppropriate Inquires Rule or ASTM E1527-21 (or the most current version).c. Phase II – ESAs to determine the presence or absence, magnitude, and extent ofcontamination.d. Supplemental Assessment, as applicable.City of Missoula Brownfields ProgramPage 5 of 7
