TO ARLINGTON ROADBidders must be prequalified with the Virginia Department of Transportation (VDOT). For information aboutbecoming VDOT Prequalified, please visit https://www.vdot.virginia.gov/doing-business/business-opportunities/highway-contractors/.Detailed work description: Regular excavation and grading. Construction of sidewalk along the south side ofKemper Road between Edmonds Street and Arlington Road (approximately 1600 feet). Several concrete drivewayentrances shall be replaced. Continental crosswalks shall be installed at locations as shown on plans.Contract time limits: See Supplemental General ConditionsThe City of Danville in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42U.S.C.§§ 2000d to 2000d-4) and the Regulations, hereby notifies all Bidders that it will affirmatively ensure that anycontract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full andfair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds ofrace, color, or national origin in consideration for an award.In the solicitation or awarding of contracts, the City of Danville does not discriminate against Bidders or offerorsbecause of race, religion, color, sex, sexual orientation, gender identity, national origin, age, disability, status as aservice-disabled veteran, or any other basis prohibited by federal or state law relating to discrimination inemployment. As a result, allcurrently certified DBEs must undergo reevaluation under new individualized eligibility standards. In response, theVirginia Department of Transportation (VDOT), in coordination with the Virginia Department of Small Business andSupplier Diversity (DSBSD), has temporarily suspended DBE participation goals on all federally funded contracts.PREVAILING WAGES in compliance with the DAVIS-BACON ACT are REQUIRED on this Contract. Prevailingwage rates applicable to this Contract are provided in the Specifications.A non-mandatory pre-bid conference will be held in person at the date, time, and location indicated in theInstructions to Bidders. Interpretations, corrections, substitution approvals, and changes of the Bidding Documents will be madeby Addendum. The Contract for the Work, as awarded, will be on the basis of materials and equipment specified ordescribed in the Bidding Documents, and those “or-equal” or substitute or materials and equipment subsequentlyapproved by Engineer prior to the submittal of Bids and identified by Addendum.b. The substitution review and approval process will be handled in accordance with the provisions of theGeneral Conditions.1.4.4 ADDENDAa. Copies of Addenda will be made available for inspection wherever Bidding Documents are on file for thatpurpose.b. Addenda will be issued no later than ten (10) days prior to the bid date except an Addendum withdrawingthe Invitation for Bids or one which includes postponement of the bid date.c. Each Bidder shall ascertain prior to submitting a Bid that the Bidder has received all Addenda issued andshall acknowledge their receipt on the Bid Form.d. The Bidder shall sign and submit copies of each Addendum with its Bid.e. When Addenda are issued, Bidders that have submitted an electronic response through eVA mustresubmit their response to the latest version of the solicitation.1.5 BIDDING PROCEDURES1.5.1 PREPARATION OF BIDSa. Bids shall be submitted on the forms included in the Bidding Documents.b. All blanks on the Bid Form and required submittals shall be legibly executed in a non-erasable medium.c. Interlineations, alterations, and erasures must be initialed by the signer of the Bid Form.d. Unsigned or qualified bids shall not be accepted.1.5.2 BID SECURITYa. Each Bid shall be accompanied by a bid security in the form and amount specified in the GeneralConditions. The Bidder pledges to enter into a Contract with the City on the terms stated in the Bid and will furnishbonds covering the faithful performance of the Contract and payment of all obligations arising thereunder. Should theBidder refuse to enter into such Contract or fail to furnish such bonds, the amount of the bid security shall be forfeitedto the City as described in the General Conditions not as a penalty, but as liquidated damages.b. The City will have the right to retain the bid security of Bidders to whom an award is being considereduntil either (1) the Contract has been executed and bonds have been furnished, or (2) the specified time has elapsedso that Bids may be withdrawn, or (3) all Bids have been rejected.1.5.3 SUBMISSION OF BIDSa. Bids shall be submitted either: (1) on paper (mailed or hand-delivered) to the address designated forreceipt of Bids, or (2) electronically through eVA at https://eva.virginia.gov/.
