1) There are 5 Bioretention Water Quality units called out on the plans, but there is
no details or information on them, so we are unsure on how to price. Please
advise.
a. RESPONSE: Refer to SHEET C-7.6 (page 46 of 102) for:

1) Will the park be shut down during the period of construction? If not, please
provide a phase plan for acceptable closure of portions of the park along with a
duration of permitted closure.
a. RESPONSE: A full park closure is not anticipated. The park is expected to
generally remain open to the public in accordance with the Bunten Road Park

Activity Schedule included in the RFP, which identifies seasonal and peak-
use periods for park facilities, including but not limited to:
Soccer Fields (Fields 1–4):
o Fall season: August–November
o Spring season: March–May
o Peak usage: Weekdays 5:30 p.m.–9:30 p.m.; Saturdays and
Sundays 9:00 a.m.–6:00 p.m.
Softball/Baseball Fields (Fields 5–6):
o Season: August–November
o Peak usage: Weekdays 5:30 p.m.–9:30 p.m.; weekends
Tennis / Pickleball Courts:
o General play: evenings and weekends
o Lessons/programming: daily, approximately 4:00 p.m.–9:00 p.m.
Activity Building (Community Center):
o Peak usage: morning and evening activities year-round
Playground:
o Peak usage: weekday afternoons
As stated in the RFP Instructions and discussed during the pre-bid meeting,
the Contractor is responsible for developing a detailed construction
schedule and phasing plan that identifies which portions of the park will be
temporarily closed during each phase of construction. The proposed phasing
plan shall minimize impacts to scheduled park activities, avoid peak usage
periods where feasible, maintain safe public access, and be coordinated with
and approved by the City prior to implementation.
Temporary closures of specific park areas will be permitted as necessary to
safely complete the work; however, extended or blanket closure of the entire
park is not expected.
2) Does the City of Duluth have a spoil area where the materials
removed/demolished may be deposited?
a. RESPONSE: No. The City of Duluth does not have a designated spoil or
disposal area available for this project. The Contractor shall be responsible
for off-site disposal of all excess or unsuitable materials in accordance with
applicable regulations.
3) It appears the entire parking lot and roadway has either standard curb or header
curb. In areas where header curb exists are we to tie in flush with top header
curb or will overlay of header curb be permitted?

a. RESPONSE: As previously clarified, header curb shall not be overlaid.
Pavement shall be milled as necessary to match existing grades, tie in flush
with the top of header curb, and maintain positive drainage. Care shall be
taken to ensure smooth transitions and compliance with applicable grading
and drainage requirements.

1) What is the thickness for overlay of roadway & parking lot? Mix type also? On
overlay of roads & parking lot. Does overlay need to match lip of curb? Or pave
into gutter? Edge mill to tie in?
a. RESPONSE: (same as above) The asphalt overlay shall consist of 1.5 inches
(compacted thickness) of 9.5 mm Superpave Type II hot mix asphalt, placed
in accordance with Section 32 12 16 Asphalt Paving and GDOT Section
400 requirements. A tack coat shall be applied prior to placement, and
smooth transitions shall be provided at all tie-ins including curb lines,
driveways, and adjacent pavement. Overlay limits shall be adjusted in the
field as necessary to maintain positive drainage and existing curb and gutter
function. Milling, if required, shall be performed as needed to receive the
specified overlay thickness while maintaining drainage.

1) Could you please provide the CAD file for the referenced project?
a. RESPONSE: All bidders requesting CAD files must first execute a release form
prior to receiving any digital files. Upon receipt of the signed release, CAD
files will be made available during the week of January 5.
