ARRC BRIDGE 158.7 REPLACEMENT
The Alaska Railroad Corporation (ARRC) solicits bids under ITB 26-23-214657 from qualified contractors
to provide all labor, materials, equipment, supervision, and incidentals necessary to construct a new
railroad bridge at Mile Post 158.7 over Cottonwood Creek in Wasilla, Alaska, including removal or
decommissioning of the existing six-span timber bridge supported by seven timber pile bents, and
construction of a replacement structure on the existing alignment consisting of two (2) 28-foot concrete
ballast deck beam spans, two (2) sheet pile abutments, and reinforced concrete substructure elements
including two (2) abutment caps supported by two rows of three piles each and one (1) mid-span bent
cap supported by three piles, for a total of fifteen (15) driven steel pipe piles and three (3) reinforced
concrete caps, all in strict accordance with ARRC specifications, contract documents, and applicable
federal, state, and local regulations, while maintaining safety and minimizing disruption to railroad
operations.

Site Visit: A non-mandatory site visit will be held at 12:00 p.m., June 23, 2026. The meeting location will
be at the Wasilla Section House 411 Depot Road. Attendees will be responsible for their own
transportation to the meeting location. A representative of ARRC will conduct a safety briefing and will
provide an escort onto ARRC property for the site visit. Hardhats, safety vests, protective footwear, and
safety glasses will be required, and must be supplied by attendees. This is not a mandatory meeting,
although interested firms are encouraged to participate. A bidder’s failure to visit the work site will in no
way relieve the bidder of the responsibility of performing the work in strict compliance it the true intent
and meaning of the terms, conditions, and specifications of this ITB.
Return your bid in a sealed envelope on which the Solicitation number appears. Bids received by e-mail
or facsimile transmission will not be considered for award. Bids shall be submitted on the forms furnished
herein. Hand-delivered bids, amendments, or withdrawals must be received by ARRC's Contracts
Section prior to the scheduled time of bid opening. Your bid must be complete. See instructions and
conditions enclosed.
ARRC shall not be held responsible for bidder’s lack of understanding of what is required by this bid.
Should a bidder not understand any aspect of this bid, or require further explanation, or clarification
regarding the intent or requirements of this bid, it shall be the responsibility of the bidder to seek guidance
from the ARRC.
Any resulting contract from this solicitation shall incorporate the Standard Instructions, and General
Terms and Conditions incorporated in this solicitation, and Federal Terms and Conditions. Work
associated with this contract is funded by ARRC and the Federal Transit Administration (FTA). It is
the sole responsibility of the Contractor to determine which designated provisions are applicable to this
project. REQUIRED CONTRACT PROVISIONS FOR FEDERAL-AID CONTRACTS MORE THAN

This solicitation is not to be construed as a commitment of any kind, nor does it commit ARRC to pay for
any costs incurred in the submission of an offer or for any other incurred cost prior to the execution of a
formal contract. ARRC may award a contract resulting from this solicitation to the low-responsive offeror
whose offer conforming to this solicitation will be the most advantageous to the ARRC. ARRC reserves
the right to reject any and all bids, or any part thereof, negotiate changes in bids, accept any bids or any
part thereof, waive minor informalities or defects in any bids, and not to award the proposed contract if it
is in the best interest of the ARRC.
ARRC Disadvantaged Business Enterprise (DBE) Program: ARRC is an equal opportunity
