BACKGROUNDCity of San LeandroIncorporated in 1872, the City of San Leandro is committed to advancing sustainable materialsmanagement practices that protect environmental quality, comply with evolving state regulations,and serve the needs of its diverse community of approximately 90,000 residents. Located inAlameda County within the San Francisco Bay Area, San Leandro has long prioritized wastereduction, recycling, and organics diversion as core components of its environmental stewardshipefforts.The City’s solid waste and diversion programs operate within a unique service framework in whichthe community is divided between two sanitary districts. The City of San Leandro’s own sanitarydistrict serves approximately 60 percent of the community, while the Oro Loma Sanitary Districtserves the remaining 40 percent. This split service structure requires careful coordination to ensureconsistent program implementation, regulatory compliance, and equitable service delivery acrossjurisdictional boundaries.The City’s sanitary district’s collection and recycling processing services are provided by AlamedaCounty Industries (ACI), which has been the exclusive provider of these services for the City since2000. The most recent agreement with ACI began on February 1, 2025, and will be in place for tenyears, with the option to renew for an additional five years beyond the initial term. The City’s postcollection agreement, outside of recycling processing, is provided by Waste Management (WM), andholds the same term of agreement.In addition, the City hosts two transfer station facilities that play a critical role in the regional solidwaste system. The presence of these facilities adds a layer of operational and regulatory complexity,requiring coordination with facility operators, franchised haulers, and regional partners to ensureaccurate data tracking, compliance with state mandates, and alignment with local diversion goals.In recent years, the regulatory landscape governing solid waste management in California has grownincreasingly complex. Landmark legislation such as SB 1383 mandates significant reductions inorganic waste disposal and methane emissions, alongside expanded requirements for edible foodrecovery, contamination monitoring, procurement, and reporting. These requirements haveincreased the technical, administrative, and outreach demands placed on local jurisdictions.The City currently administers a range of solid waste, recycling, and organics programs through itsfranchised collection system, sanitary district coordination, post-collection agreements, andregional partnerships. These programs include residential and commercial recycling services,organics collection, construction and demolition debris diversion, and public education initiativesdesigned to reduce contamination and improve participation. Given the dual-district servicestructure and the presence of transfer station infrastructure, maintaining alignment in programstandards, messaging, data reporting, and compliance activities across all service areas is a keypriority.As regulations evolve and community expectations increase, the City seeks to enhance programeffectiveness, ensure full compliance with state mandates, and identify innovative, data-drivenapproaches to waste reduction and diversion. This includes strengthening collaboration with serviceproviders, facility operators, businesses, multi-family properties, and community stakeholders.To support these efforts, the City of San Leandro is issuing this Request for Qualifications (RFQ) toestablish a pool of qualified consultants to provide on-call solid waste and diversion programconsulting services. The selected consultants will assist the City on an as-needed basis with avariety of tasks, including regulatory compliance support, program planning and evaluation, datamanagement and reporting (including coordination with transfer station operations), stakeholderengagement, contract and franchise support, and development of education and outreachmaterials.Through this RFQ, the City seeks firms with demonstrated expertise in California solid wasteregulations, experience working with municipalities operating within multi-jurisdictional orinfrastructure-rich environments, and the ability to deliver practical, cost-effective solutionstailored to local conditions. The City values consultants who bring strong technical knowledge, clearcommunication, and a collaborative approach to advancing its zero waste and sustainability goals.III. PROJECT OVERVIEW AND OBJECTIVESThe Environmental Division of the City of San Leandro’s Public Works Department intends to selectsolid waste consulting firms who have experience in performing on-call tasks for similar cities inNorthern California. SCOPE OF SERVICESThe City of San Leandro is seeking qualified firms or teams to provide on-call solid waste anddiversion program consulting services. Selected consultants will support the City on an as-neededbasis across a range of technical, regulatory, planning, and outreach functions related to solid wastemanagement, recycling, organics diversion, and sustainability programs.Due to the City’s service structure—where approximately 60 percent of the community is served bythe City’s sanitary district and 40 percent is served by the Oro Loma Sanitary District—as well as thepresence of two transfer stations within the City, consultants must be able to work collaborativelyacross jurisdictions and with facility operators to ensure consistent program implementation,accurate data reporting, and regulatory compliance.The scope of services may include, but is not limited to, the following task areas:1. Regulatory Compliance Support• Assist with implementation and ongoing compliance with California solid waste regulations,including SB 1383 and related laws.• Develop, review, and update compliance documents such as ordinances, enforcementprotocols, procurement policies, and implementation plans.• Provide CalRecycle compliance support including attending meetings with CalRecycle, andresponding to requests from the Jurisdiction and Agency Compliance and Enforcement(JACE) team or the City’s Local Assistance and Market Development (LAMD) representative.• Support contamination monitoring programs, route reviews, and recordkeepingrequirements.• Prepare and/or review annual reports and compliance documentation, includingcoordination of data from transfer station facilities.• Provide technical guidance on regulatory changes and emerging requirements.2.
