SOUTH SAN FRANCISCO UNIFIED SCHOOL DISTRICTREQUEST FOR PROPOSALS (RFP #26-002)FOR SUNSHINE GARDENS ELEMENTARY SCHOOL MODERNIZATIONSouth San Francisco Unified School District (“District”) is seeking proposals from pre-qualified persons, firms, partnerships, corporations, associations, or professionalorganizations to provide preliminary construction services including constructability review,value engineering, master scheduling, cost estimating, budgeting, logistics planning, siteinvestigations and construction services for the development and construction for theSUNSHINE GARDENS ELEMENTARY SCHOOL MODERNIZATION (“Project”), under theDistrict’s Measure T Bond Program, in accordance with the lease-leaseback structure setforth in Education Code section 17406, et seq.Only persons, firms, partnerships, corporations, associations, or professional organizationsthat were approved by the South San Francisco Unified School District Board of Trustees onMay 8, 2025, as part of the lease-leaseback contractor pool associated with RFQ #25-001will be permitted to submit proposals. Proposals received by entities not within thiscategory will not be opened.The Request for Proposal (“RFP”), which includes instructions for its completion, willbe posted on SSFUSD’s website on Monday, December 15, 2025, at the followinglink: https://www.ssfusd.org/apps/pages/construction, under Measure T BondProjects. Respondents to this RFP shall submit a completed proposal (collectivelycalled “RFP Submittal.”)All RFP Submittals are due by 4:00 p.m. Friday, January 30, 2026. Any RFP Submittalthat is submitted after this time shall be nonresponsive.Respondents must be prequalified through PQ Bids, prior to submitting a completed RFPSubmittal. Please use the link to PQBids at https://pqbids.com/ssfusd/, or located on thedistrict website at https://www.ssfusd.org/apps/pages/construction.Each Respondent may attend one of the two voluntary information site walk meetings atthe Sunshine Gardens ES campus in front of the administration office located at 1200 MillerAve., South San Francisco, CA 94080.• Site Walk #1 at 10:00 AM, Tuesday, December 23, 2025.• Site Walk #2 at 11:00 AM, Monday, December 29, 2025.Site walks are voluntary and not a requirement for RFP submittal eligibility. There will be noaccess to the campus beyond these dates.Questions regarding this RFP may be directed to Calvin Wong at clwong@ssfusd.org andmust be submitted in writing via email by 4:00 PM, Friday, January 9, 2026.This Project is subject to labor compliance monitoring and enforcement of compliance withprevailing wage requirements by the Department of Industrial Relations pursuant to LaborCode § 1771.4, and skilled and trained workforce requirement pursuant to Public ContractCode § 2600. Contractors of all tiers must be currently registered and qualified to performpublic work pursuant to Labor Code § 1725.5. All Respondents must be prequalified by theDistrict in accordance with Public Contract Code § 20111.6. First tier electrical, mechanicaland plumbing subcontractors must be prequalified prior to the time subcontractor bids aresubmitted. Prequalification must occur through PQ Bids.
