BackgroundThe Juanita Millender-McDonald Carson Regional Water Recycling Plant (JMMCRWRP), located in the City of Carson, provides advanced treatment of Title 22 recycled water through microfiltration (MF), reverse osmosis (RO), and nitrification processes. The treated product water is supplied to the Marathon Refinery for boiler-feed and cooling tower applications.
Sodium Hypochlorite (SHC) is a critical chemical used at JMMCRWRP. It is essential for boiler feedwater production to minimize MF membrane fouling, support MF and RO membrane cleaning, and provide breakpoint chlorination for the nitrification process. In 2022, the original 8,000-gallon FRP SHC storage tank suffered a structural failure, resulting in a leak. To maintain uninterrupted operation, a temporary 6,900‑gallon HDPE tank supplied by Rain for Rent was installed and has remained in service since. After evaluating long-term operational needs, constructability, and durability, West Basin determined that replacing the failed tank with a permanent 9,100‑gallon FRP tank would provide a more reliable and sustainable solution.
