All referenced supplementarydocuments are available at Funding Announcements | Thurston County (thurstoncountywa.gov).AVAILABILITY OF FUNDSThe funding amounts listed in this RFP may be subject to change based on local revenues.Contract awards are subject to projected revenue.Thurston County Public Health & Social Services reserves the right to modify, reject, or negotiateany proposals submitted with the proposing organization prior to recommending funding of theproposal.PROPOSAL CRITERIAThe Thurston County Public Health & Social Services Department is seeking proposals that relateto opioid abatement strategies in Thurston CountyThis funding opportunity makes available $2,000,000 in Opioid Settlement Community Grantfunds. Contracts will begin July 1, 2026, and end December 31, 2027. This funding is one-timeonly and does not guarantee future funding. Each applicant organization may submit only oneproposal and must be able to enter into a contract with Thurston County.Page 2 of 14The County will consider all proposals for projects that provide the following to people living inThurston County:Proposals must:1. Meet the allowable uses of the One Washington MOU.2. Align with the strategies in the 2026-2027 Thurston County Opioid Response Plan.3. Support the community identified priorities for opioid settlement funds. Additional detailson applicable programs within these strategies can be found in the One Washington MOU.Each priority includes the applicable section of the One Washington MOU which detailsallowable programming.a. Medications for Opioid Use Disorder (MOUD) and other treatment (Part One – A)i. Increase access to treatment, provide education on Medications for OpioidUse Disorder (MOUD), etc.b. Connections to care (Part One – C)i. Wrap-around services for individuals in recovery, peer support services,begin Medications for Opioid Use Disorder (MOUD) in emergencydepartments, etc.c. Address the needs of criminal-justice involved persons (Part One -D)i. Pre-arrest diversion programs, post-overdose response teams, other similarstrategies which connect individuals to behavioral health supports, etc.4. Cite or add links to the sources that demonstrate the use of evidence-based (i.e.supported by published research) or promising practices (i.e. supported by early dataindicating effectiveness).5. Include how this funding will be braided with other funding sources or supplement existingfunding, if applicable.6. Detail how services will be sustained after this funding period, as this is not a continuousfunding opportunity.7. Explain how outcomes will be measured and demonstrate progress toward expectedresults.PROPOSAL REVIEW AND SELECTION PROCESSAll complete and on-time applications will be reviewed by a panel of subject matter experts. Thepanel will recommend funding to the Thurston County Opioid Abatement Council. The OpioidAbatement Council will review the funding recommendations, and recommend funding to theBoard of County Commissioners, who will make the final decisions. Applicants will be notifiedPage 3 of 14once those decisions are made. The County reserves the right to modify, negotiate, or reject anyproposal prior to recommending funding.Applications will be scored based on the following criteria:1. Meets the allowable uses of the One Washington MOU (50 points) – Meets the criteria ofallowable uses for opioid settlement funds.2. Alignment with the 2026-2027 Thurston County Opioid Response Plan (50 points) –Clearly aligns with the strategies in the Response Plan and moves forward local serviceswithin these areas.3. Importance to Community (25 points) – Addresses a gap in local behavioral healthservices or meets a demonstrated community need.4. Access and Engagement (20 points) – Serves a defined target population and reducesbarriers to accessing or staying engaged in services.5. Project Design (20 points) – Design is clear about what services will be provided and how.6. Impact (15 points) – Measures outcomes and tracks who is served, how well services aredelivered, and whether participants are better off after receiving services.7. Organizational Capacity (10 points) – Demonstrates the organization’s financial capacity,staffing, and systems to manage funds and deliver services effectively.8. Cost Effectiveness (10 points) – Requested budget aligns with proposed services,demonstrates efficient use of funds, and includes plans for sustainability.Programs that do not meet the allowable uses of the One Washington MOU and/or alignwith the strategies in the 2026-2027 Thurston County Opioid Response Plan will not beconsidered for funding.Note: Past contract performance with Thurston County Public Health & Social Services maybe considered when scoring proposals within the categories outlined above.USE OF FUNDINGProvided the proposal meets the requirements outlined in this document, these funds may beused for the following:• Screening, case management and treatment for substance use and/or mental healthdisorders• Materials or items that remove barriers to participating in services or that meet the uniqueneeds of participants• Educational materials including curriculum, software, video and print materials• Costs associated with the development, printing and distribution of materials• Costs associated with hosting training, workshops, or special events connected directly tothe service and population being served• Capital expenditures, provided the on-going use aligns exclusively to the proposal• Costs associated with the purchase of professional expertise and technical assistance• Personnel, training, and travel or other directly connected costs that are not excludedbelow.Page 4 of 14These funds may not be used toward any of the following:• Activities intended to prevent substance use and/or mental health disorders.• Lobbying.• Capital expenditures for uses outside of the services or program described in the proposal.• Equipment not directly associated with the services or program described in the proposal.• The purchase of staff time, supplies, materials, or anything else that is not directlyassociated with the service or program described in the proposal.ELIGIBLE APPLICANTSEntities eligible for this funding are: 1) Indian Tribes located within Thurston County, 2) privatenon-profit organizations meeting the statutory requirements under the IRS 501(C)(3) designation;3) public non-profit organizations/ government entities; and 4) for-profit organizations.All applicants must have appropriate financial controls and accounting procedures to ensureproper use and tracking of funds provided. Applicants that do not meet these requirements will beineligible for funding.Applicants must have, or be willing to secure, the following insurance:- General liability insurance of not less than $2,000,000 per occurrence for all coveredlosses; the general aggregate limit shall apply separately to this contract and be no lessthan $3,000,000- Professional liability insurance with limits of not less than $2,000,000 per loss.Applicants must provide evidence of coverage acceptable to the Thurston County RiskManagement Division prior to receiving grant funds.A signed professional services contract will be required prior to initiating services.SUBMISSION INSTRUCTIONSSubmit fully completed Opioid Settlement Community Grant Application and Certification Form(pages 6-12) via email to PHSS_Opioid@co.thurston.wa.us by 11:59 PM PST, May 31, 2026.
