Request for Proposal- Crime Prevention Through Environmental Design (CPTED)
As the Alachua County Housing Authority (ACHA) is the owner and/or operator of several multifamily residential properties, it wishes to be considered for civil remedies which are part of FS 768.0706, including protection from liability for the owner or principal operator of a multifamily residential property if certain enumerated security actions are taken. In keeping with its Procurement Policy, the ACHA seeks to obtain proposals from parties with a current and valid Florida Crime Prevention Through Environmental Design (CPTED) practitioner designation certificate issued by the Florida Attorney General’s Office, to perform CPTED Assessments on the properties which are referenced in the Request For Proposal (RFP).

Request for Proposal (RFP) forCPTED ASSESSMENTSREQUEST FOR PROPOSALS (RFP) for CPTED ASSESSMENTSINTRODUCTIONThe Alachua County Housing Authority (hereinafter, “ACHA”) is a public entity, formed in 1967 toprovide federally subsidized housing and housing assistance to low-income families, in Alachua County,Florida. ACHA is headed by an Executive Director and governed by a Board of Commissioners. ACHA issubject to the requirements of Title 24 of the Code of Federal Regulations (hereinafter, “CFR”) andACHA’s procurement policy. The Agency was brought into existence by resolution by the Legislatureof the State of Florida. ACHA is a subdivision of the State of Florida.Currently, the ACHA owns and/or manages: (a) 256 Public Housing Units; (b) the Sunshine Inn, totaling30 zero-bedroom units; (c) the Sunrise Residence Inn, totaling 34 SRO units and 1 two-bedroom unit;and (d) a Neighborhood Stabilization Project, totaling 6 single family homes. ACHA has managementagreements pending for (e) East Tumblin Creek, totaling 36 SRO units; and (f) Forest Edge, totaling 31SRO units. The ACHA also administers approximately 1,160 Housing Choice Vouchers and has adevelopment partnership with Arbour Valley Management to manage 40 PBV as part of a seniorcomplex.As the ACHA is the owner and/or operator of several multifamily residential properties, it wishes tobe considered for civil remedies which are part of FS 768.0706, including protection from liability forthe owner or principal operator of a multifamily residential property if certain enumerated securityactions are taken. In keeping with its Procurement Policy, the ACHA seeks to obtain proposals fromindividuals with a current and valid Florida Crime Prevention Through Environmental Design(hereafter, “CPTED”) practitioner designation certificate (hereafter, “FCP”) issued by the FloridaAttorney General’s Office, to perform CPTED Assessments on the properties which are referenced inthis RFP.To submit a proposal to perform this work, the inspector must be a current FCP, as defined above, andmust have been a practitioner for a minimum of five (5) years from the due date of the RFP (i.e. musthave had at least one update to the initial designation).Proposals that are accepted by the ACHA are binding contracts. Incomplete submittals are notacceptable and will not be evaluated or considered for an award. All Documents and Submittals shallbe received by the ACHA on or before date and hour for specified for receipt. Late Submittals willremain unopened. ACHA is not responsible for delays in the receipt of your proposal regardless ofthe form of delivery. The ACHA reserves the right to terminate a contract awarded pursuant to this RFP, at any timefor its convenience upon 30 days written notice to the successful proposer(s).Alachua County Housing AuthorityPage 2REQUEST FOR PROPOSALS (RFP) for CPTED ASSESSMENTS The ACHA reserves the right to determine the days, hours and locations that the successfulproposer(s) shall provide the services called for in this RFP. The ACHA reserves the right to retain all proposals submitted and not permit withdrawal for aperiod of 60 days subsequent to the deadline for receiving proposals without the writtenconsent of the ACHA Contracting Officer (CO). The ACHA reserves the right to negotiate the fees proposed by the proposer entity. The ACHA reserves the right to reject and not consider any proposal that does not meet therequirements of this RFP, including but not necessarily limited to incomplete proposals and/orproposals offering alternate or non-requested services. The ACHA shall have no obligation to compensate any proposer for any costs incurred inresponding to this RFP. The ACHA shall reserve the right to at any time during the RFP or contract process to prohibitany further participation by a proposer or reject any proposal submitted that does not conformto any of the requirements detailed herein. By accessing the hard copy RFP and/or downloadingthis document via our website, www.acha-fl.com/procurement, each prospective proposer isthereby agreeing to abide by all terms and conditions listed within this document, and furtheragrees that he/she will inform the CO in writing within 5 days of the discovery of any item listedherein or of any item that is issued thereafter by the ACHA that he/she feels needs to beaddressed. Failure to abide by this time frame shall relieve the ACHA, but not the prospectiveproposer, of any responsibility pertaining to such issue. The ACHA reserves the right to select a single or multiple award contract. The ACHA reserves the right to add/subtract requirements during the contract period when itis in the best interest of the ACHA. The ACHA will allow “Piggyback Contracting” under this RFP. Proposer will be asked to allow inkind.SCOPE OF WORK:The ACHA requests proposals for the provision of CPTED Assessments for multiple properties andlocations within its portfolio. Any entity responding to this request must be licensed for andexperienced in the services as stated in this RFP in the State of Florida and allowed to provide serviceswithin Alachua County Florida.The ACHA, in keeping with FS 768.0706, is requesting that the selected proposer, perform CPTEDAssessments (HB837/FS 768.0706 reports), on the locations shown in the “Locations Covered ByThis RFP” list that follows. The list identifies the number of buildings at each of the selectedDevelopments, as well as number of parking spaces and number of units which will need to bemade part of the assessment at each Development. To avoid potential future problems withpricing and deliverables, proposers will need to make themselves familiar with the locations priorto submittal of a proposal.Deliverables: CPTED Assessment reports, as referenced in FS 768.076, delivered to the ACHA, towhich the ACHA will be charged with ongoing substantial compliance. Failure to provide requested documentation will result in the fullproposal being deemed non-responsive. This information cannot be provided after award.The ACHA intends to retain the successful proposer pursuant to a “Best Value” basis, not a “Low PriceProposal” basis ("Best Value," in that the ACHA will consider factors other than just cost in making theaward decision). None of the proposed services may conflict with any requirement the ACHA haspublished herein or has issued by addendum.The proposal must be inclusive of the following items, in order to be found responsive to thissolicitation, and for the proposer to be subsequently found to be responsible to perform the work: A priced proposal to perform all of the work as identified in this solicitation broke out perlocation noted above A “per-unit” price for each location, should the ACHA elect to request additional checks A copy of his/her valid Florida CPTED FCP designation certificate issued by the FloridaAttorney General’s Office.
