GENERAL INFORMATION AND SCHEDULEThis RFQ has been issued on March 2, 2026.All inquiries regarding this RFQ Must be via email no later than March 27, 2026 2PM EST andaddressed to:Abigail Strickland, Main Street ManagerCity of Newnan, GeorgiaEmail: astrickland@newananga.govSelection for the award of this contract will be conducted through a two-step qualifications-based process.The first step will consist of a review and evaluation of submitted Statements of Qualificationsbased on the firm’s demonstrated experience, technical expertise, and capacity to perform aDowntown Pedestrian Safety, Walkability, and Multimodal Transportation Study of similarnature, magnitude, and complexity. Principal evaluation factors will include past performance on2pedestrian safety, walkability, transportation planning, and downtown or urban corridor studies,particularly in environments that include state routes or complex multimodal conditions.The second step will involve short-listing the most qualified firms for a formal interview process.Firms selected for interviews will be required to submit a fee proposal at the time of, or inconjunction with, the interview.All qualification requirements must be met, or be capable of being met, by the responding firm.Failure to meet these requirements may result in the Statement of Qualifications being deemednonresponsive.Statement of Qualifications FormatThe response submittal shall be no more than 33 single-sided 8½-inch x 11-inch pages, notincluding dividers, and shall consist of the following:I. Title Page and Table of Contents (2 pages)II. Letter of Interest (1 page)Provide a summary of the firm’s interest in the project, understanding of the study objectives,and overall qualifications to perform the services anticipated by this Request for Qualifications,including experience with pedestrian safety, walkability, and multimodal transportation planningin a downtown or urban context.III. Experience and Qualifications (10 pages maximum)1. Provide an overview of the firm, including organizational structure, areas of practice, anda brief history.2. Describe the firm’s experience, expertise, and capabilities to perform the servicesanticipated by this Request for Qualifications, including representative experience with:o Pedestrian safety and walkability studieso Multimodal transportation planningo Traffic safety and data-driven analysiso Downtown, historic, or mixed-use districtso Projects involving coordination with state departments of transportation (GDOTor similar), where applicable3. Identify key personnel who would be assigned to this project and describe eachindividual’s education, certifications, experience, and qualifications relevant to pedestriansafety, transportation planning, and urban or downtown environments. Indicate thedegree of availability of each identified individual for this project.The project team shall include, at a minimum, a licensed professional engineer,transportation planner, urban designer, or similarly qualified professional withdirect experience in pedestrian safety and multimodal transportation studies.3IV. Relevant Project Experience & References (20 pages maximum)Provide at least five (5) examples in which the firm and/or key personnel provided servicessimilar to those anticipated by this Request for Qualifications. For each example, include:• Project name and location• Description of the work performed and relevance to this study• Role of the firm and key personnel• Outcomes or implemented recommendations, if applicable• Client name, title, email address, and phone number for a referenceGraphics, maps, diagrams, or exhibits may be included to illustrate study findings, analysis, orrecommendationsIssuance of this RFQ does not constitute a commitment on the part of the City of Newnan toaward a contract pursuant to this RFQ. The City of Newnan reserves the right to reject any andall Statement of Qualifications submitted in response to this RFQ, in whole or in part, and toaward a contract pursuant to this RFQ or cancel this RFQ if it is considered to be in the bestinterests of the City of Newnan. The City of Newnan further reserves the right to make changesto this RFQ at any time by issuance of written addendum/addenda, amendment(s) orclarification(s).Written responses to all written inquiries received by 2:00 PM ET, March 27, 2026 will be e-mailed to all firms on record with the City of Newnan, Georgia as having been issued the RFQ onor before April 1, 2026. No other City staff or officials associated with the Project should becontacted regarding this RFQ. Doing so may result in disqualification.C. BACKGROUNDThe Downtown Development Authority (DDA) of the City of Newnan is committed toenhancing pedestrian safety, walkability, and multimodal connectivity within the downtowndistrict in order to support economic vitality, accessibility, and quality of place. DowntownNewnan serves as a regional destination for commerce, dining, events, and civic activity,resulting in significant pedestrian activity and interaction with vehicular traffic.The downtown district is traversed by two state-designated highways under the jurisdiction ofthe Georgia Department of Transportation (GDOT). These corridors function as key regionalroutes while also serving as main streets within the downtown, creating unique safety,circulation, and design challenges for pedestrians, bicyclists, motorists, and transit users. TheDDA recognizes the need for a comprehensive, data-driven evaluation of existing conditions andtargeted strategies to improve safety and walkability within these constraints.The objectives of this study include:• Evaluate existing pedestrian, bicycle, vehicular, and transit conditions within thedowntown district, with particular emphasis on safety, accessibility, and multimodalconflicts.• Analyze available data, including crash history, traffic volumes and speeds, pedestrianactivity, and land use patterns, to identify priority safety concerns and opportunity areas.4• Engage key stakeholders to understand user experiences, safety perceptions, andoperational challenges affecting downtown mobility.• Identify and prioritize practical, implementable solutions that improve pedestriansafety and walkability while supporting downtown activity and economic development.• Develop short-, medium-, and long-term recommendations that are feasible within ahistoric downtown context and compatible with GDOT requirements for state routes.• Provide an implementation framework that includes conceptual improvements, order-of-magnitude cost estimates, potential funding sources, and phasing strategies.D. EVALUATION CRITERIAEvaluation of Statements of Qualifications will be based on the following criteria for a totalpossible score of 100 points:1. Relevant Experience and Past Performance (30 Points)Evaluation of the firm’s demonstrated experience with projects of similar nature, scope, andcomplexity, including:• Pedestrian safety and walkability studies• Multimodal transportation planning• Downtown, historic, or mixed-use environments• Projects involving coordination with state departments of transportation (GDOT orsimilar), where applicableEmphasis will be placed on the firm’s ability to deliver data-driven analysis and implementablerecommendations.2. Project Team and Staffing Plan (25 Points)Evaluation of the qualifications, experience, and availability of the proposed project team,including:• Identification of a Project Manager who will serve as the primary point of contact and beresponsible for project delivery• Relevant education, certifications, and experience of key personnel• Experience of team members on similar pedestrian safety or transportation planningprojects• Clarity of roles, responsibilities, and level of involvement for each team member3. Project Approach and Understanding (25 Points)Evaluation of the firm’s understanding of the project scope, downtown context, and studyobjectives, including:• Proposed approach to data collection, analysis, and stakeholder engagement• Understanding of pedestrian safety challenges in downtown environments, including statehighway corridors5
