Conditions of Request for InformationTerms of AgreementThis service is for an initial five (5) year base period beginning (FY27) July 1, 2026, through June 30, 2027.Vendors shall provide annual pricing for each of the five years, covering FY27 through FY31. At thediscretion of CCWD (Contra Costa Water District), the standardization program may include optionalannual renewals beyond FY1, subject to satisfactory performance, pricing review, and continuedcompatibility with CCWD requirements, including future AMI technology needs.Liability of Cost and ResponsibilityCCWD shall not be liable for any costs incurred in response to this RFPs. All costs shall be borne by theperson or organization responding to the request. The person or organization responding to therequest shall hold CCWD harmless from any and all liability, claim or expense whatsoever incurred byor on behalf of that person or organization. All submitted material becomes the property of ContraCosta Water District.InsuranceCCWD has initiated an insurance compliance program. This program requires all companies providingproducts and services to CCWD to have insurance coverage prior to the issuance of any contract. Oncethe most responsive proposer has been established, that vendor will have until 15 days after selectionto provide all required insurance documents per the samples provided and register with CCWD’sinsurance compliance tracking system, MyCOI. Failure to provide this insurance documentation willresult in CCWD considering this proposal or response to be unresponsive.Page 2 of 4Business LicenseBusiness licenses will be verified with the issuing agencies and references will be checked.Prevailing WagePursuant to Section 1770, et seq., of the California Labor Code, the successful proposer shall pay notless than the prevailing rate of per diem wages as determined by the Director of the CaliforniaDepartment of Industrial Relations. Onlyproducts that meet CCWD’s Minimum Requirements will continue through the Performance Testingprocess. Firms selected for Performance Testing will be asked to provide annual pricing for 5/8” through2” meter sizes starting with the five-year period FY27 through FY31. CCWD’s standardization programmay continue for as many as five additional annualized periods based on annual options for renewalthrough FY36 (2035), at CCWD’s sole discretion. Optional renewals will take into consideration themeters’ ability to meet CCWD’s current 25-year replacement program based on satisfactory test resultsand performance, any manufacturer’s proposed price increases, and compatibility with futureadvanced metering infrastructure (AMI) technology requirements.Submission InstructionsIf interested, please provide a sample of a 5/8” positive displacement meter for evaluation and,if available, a non-mechanical for consideration.
