SummaryThe City of Orlando is soliciting proposals to obtain professional services from an experienced and qualified Proposer to conduct psychological testing for those applying for City employment for certain public safety positions in the Orlando Police Department (“OPD”) and Orlando Fire Department (“OFD”). Services are to be provided at the selected Proposer’s facility located in Central Florida. The testing is required by the City as part of a comprehensive background investigation of applicants. The purpose of these services is to evaluate whether said applicants are acceptable candidates for public safety positions. The testing and assessment must involve a written assessment of the candidates, an interview with candidates, and a written report of findings, all of which must be in conformity with the state and federal standards.
The testing entity shall provide professional and technical services to produce materials, procedures, and reports that will satisfy professional standards and prevailing guidelines in the field of personnel management and selection. The testing procedure must be free from non-job-related factors which might function as biases against any group based on race, color, religion, sex, age, national origin, or any other classification protected by law.
Additionally, psychological testing may include fit-for-duty evaluations or return-to-duty for City personnel on an as needed basis upon the City’s request. Certain public safety positions will undergo psychological testing and assessment prior to initial employment, re-hire, and possibly in some cases, prior to transfers or lateral appointments.
BackgroundBased on previous hiring experience, we expect as many as 100-150 psychological screenings will be required on an annual basis. These figures are provided only as information; it is neither expressly implied nor guaranteed that the amount shown will be achieved during the initial contract period or subsequent extension periods of any contract entered because of this Request for Proposal (RFP). Actual number of psychological screenings performed, whether lesser or greater than the amount indicated, shall not affect the contracted rates established by this RFP.
