Summary

STATEMENT OF PURPOSE

This RFQ (Request For Qualification) is a pre-qualification/pre-screening of General Contractors. NOTE: Participation in this RFQ is required in order to be invited to bid for construction.

The High Service Pump Station (HSPS) at the George Kristoff Water Treatment Plant (WTP) requires rehabilitation. The HSPS is located at 400 North Harbor Blvd, West Sacramento, CA 95605. Qualified contractors/proposals will be eligible to submit bid proposals in response to the City’s subsequent Request for Bid Proposals (“RFP”)/Invitation To Bid(ITB) for the Project.

The General Engineering Contractors must be appropriately licensed and registered in the State of California for engineering and construction services as needed to complete the Project. The required license is a Class A General Engineering Contractor’s License. In addition, Contactors must have completed construction of at least three (3) water treatment plant / lift stations within the last ten (10) years.

The Contractors must be registered with the Department of Industrial Relations (“DIR”) as required by law. The selected Contractor will be required to comply with the Labor Code prevailing wage and shall be required to work cooperatively City staff, any technical consultants retained by the City for the Project, and the community, to facilitate timely and professional completion of the Project.

1) Install of a Temporary By-pass Pump station

2) Construct Flow Meter (Effluent) Vault

3) Construction of a new 90’ x 16’ wide structural vault of depth 25’ to house the existing high service manifold.

Each qualified Proposer is to submit a response in conformity with the terms of this Request for Qualifications ("RFQ") by the deadline below ("Proposal"). The Proposer selected by the City pursuant to the terms of this RFQ and the City's contracting procedures, if any is selected, is referred to herein as "Contractor."

Background

BACKGROUND

The City of West Sacramento's only water source is the Sacramento River. Water collected from the river is cleaned and treated at the George Kristoff Water Treatment Plant (WTP)which serves as the primary facility that houses the infrastructure that collects, cleans, processes, and distributes potable water to the over 52,000 residents of the City. The facility is equipped with all manner of infrastructure, pipes, valves, sensors, pumps, motors, switches, electrical panels, filters, radios and networks that are critical to the production and delivery of the water supply for the City

The High Service Pump Station (HSPS) and manifold were designed and built in 1987 for the transmission of treated water from the clear wells into distribution systems serving the entire City of West Sacramento.

In 2003-2004 the HSPS was expanded to increase transmission capacity for the City. The HSPS was originally constructed with a buried suction and discharge manifold approximately 20 feet underground with 8 vertical turbine pumps and associate valves. This expansion of the HSPS included space for 8 additional pumps and valves, mirroring the existing 8 pumps and valves, and to allow equipment for up to 16 pumps. This infrastructure is a critical component of the City’s water pressure and transmission and is the main source of treated water into the City’s distribution system.

Over the years, the City has experienced shearing of the stem extensions and operating nuts on some of the buried butterfly valves. Repair or replacement of the valving requires excavation pits with depths to 15 feet or more. This process is laborious and inefficient and requires trenching whenever investigating an issue or replacing and/or repairing a valve.

In 2013, the City discovered that Sodium Hydroxide leaked into the soil in the vicinity of the HSPS buried suction piping and valves. With the exposure of buried steel piping to a highly corrosive base and difficulty of access for repair. The City decided on pursuing a more functional solution for ease and accessibility to the valves and underground infrastructure for routine repairs and maintenance.

On February 10, 2023, the City of West Sacramento published a Request for Proposals for the design of a HSPS Vault and Manifold Repair/Replacement Project to identify and retain a firm for assessment and design engineering services. Black and Veatch performed the design engineering while Blackburn Inc performed geotechnical and soils testing. KPFF Inc. performed the topographic survey.
