1. Introduction and Project Objective
The City of Rock Island is formally soliciting proposals from qualified, licensed, and insured contractors
to execute the replacement of the exterior entry door systems at the Fire Department’s Central House,
located at 1313 5th Avenue.
The primary objective of this project is to replace existing, aged glass entry systems with high-
performance, hollow metal insulated doors. This upgrade is intended to enhance safety, the building's
thermal efficiency, and the aesthetic integrity of the facility. The selected contractor will serve as the
General Contractor, overseeing all aspects of the project from demolition to final finish.
The City of Rock Island Fire Department’s Central House is a fully functioning and busy fire station
serving the downtown area. In addition, this station is staffed 24 hours a day, 7 days a week. The Rock
Island Fire Department will make all efforts to accommodate the installation and storage of materials.
2. Scope of Technical Work
The City requires a turnkey solution for the removal of the current aluminum and glass door systems. The
replacement installation shall consist of a galvanized, hollow metal insulated door housed within a
galvanized hollow metal frame. For visibility and safety, the door must include a narrow vision/window
kit.
Structural adjustments will be required; the contractor shall install new metal framing at the head and
jambs to ensure a precise fit for the new frame. To ensure a professional finish, all new framing must be
wrapped in aluminum break metal.
Hardware and Finishes:
To withstand the high-traffic nature of a fire station, the doors must be equipped with heavy-duty
hardware, including an overhead closer, weather stripping, a new threshold, and an interior-side panic/exit
device in the building's interior and with an exterior-facing lever handle on the apparatus bay side. All
surfaces, including doors, frames, and the interior walls between units, shall be finished with SW7600
"Bolero" (Pro-Industrial WB Alkyd Urethane Semi-Gloss) or a city-approved equivalent.
3. Administrative and Submission Procedures
Bidders are invited to inspect the site before submission. Site visits may be coordinated through Isabel
Pena at 309-732-2800.
Sealed proposals must be physically delivered or mailed to the Rock Island Fire Department, 1313 5th
Avenue, Rock Island, IL 61201. Envelopes must be clearly marked "RFP: Central House Doors." All
bids must be received no later than 10:00 AM on February 20, 2026, at which time they will be publicly
opened. Submitted pricing must remain firm for a period of 60 days following the opening.
4. Regulatory Compliance and Labor Standards
As this is a municipal project, the contractor and all subcontractors must maintain active licensure with
the Illinois Secretary of State and be fully bonded. The contractor is responsible for the procurement of all
necessary local and state permits.
Prevailing Wage Requirements:
The regulatory oversight for this project is established under the Illinois Prevailing Wage Act (820 ILCS
130/), rather than the federal Davis-Bacon Act. Consequently, all bidders are required to comply with the
specific prevailing wage rates for Rock Island County, utilizing the rate schedule modified as of January
15, 2026. This transition ensures that the project utilizes appropriate local industrial rates and avoids the
inclusion of residential wage determinations. It is the specific policy of the City of Rock Island to utilize
commercial wage rates for this project. Bidders must submit a "Project Wage Rate Sheet" with their
proposal, clearly detailing wages and fringe benefits for all workers. Please note that owner-operators are
not exempt from these requirements.
5. Proposal Requirements and Evaluation
Proposals should be organized to include a comprehensive work description, a list of any intended
subcontractors, a total cost proposal, and an estimated commencement timeline. Contractors must also
provide proof of General Liability, Vehicle, and Workers’ Compensation insurance naming the City of
Rock Island as a Certificate Holder.
The project will be awarded to the lowest, most responsible bidder that provides the most responsive
advantageous proposal for the community.
The City of Rock Island reserves the right to reject any or all bids and to select the contractor that, in the
City's sole discretion, provides the most responsive and advantageous proposal for the community.
