TERMS AND CONDITIONS
1 REQUIREMENTS FOR PROPOSAL SUBMISSION.
a. All bids must be received in a SEALED envelope clearly marked with the bid
name, date, and time ON THE OUTSIDE OF THE SEALED ENVELOPE.
b. All bid specifications must be met
c. Vendor Information and Anti-Collusion Statement
d. Vendor Certification Iran Divestment Act
e. Copy of Vendor’s IRS W-9 Form
f. Proof of Liability Insurance and License
g. Proof of Worker Compensation Insurance
h. Certification Regarding Debarment
i. If the project price exceeds the amount of $100,000.00 a Performance
Payment bond must be provided.
j. Contact Nathan Hill at the Carter County Solid Waste Department to
schedule a visit or with questions.
SCORING CRITERIA:
A. The overall quality of the plan for performing repairs. The plan must maintain a
full understanding of the requested services, integrity, and compliance with
public policy. Consideration will be given to the entirety and specific
requirements of the request.
B. Respondent ability to perform the repairs as reflected by general experience,
specific experience in providing the services, and the qualifications and abilities
of personnel to be assigned to perform such services.
C. The personnel, equipment, facilities, technical, and financial resources to
perform this type of service currently available or demonstrated to be made
available at the time of request and possible future contracting.
D. A record of past performance of similar work.

Transfer Station Floor Renovations Specifications:
This project will need to be started and concluded ready to drive heavy equipment on within
14 days. The transfer station will be closed during this time.
Demolition of a 56’ X 60’ concrete slab (partially removed already, see pictures) the landfill
will accept the concrete pieces from the demolition free of charge.
Pour/finish concrete for the floor (56’X60’)
o Minimum 8” thick
o Minimum 5000 PSI
o Must include metal reinforcement
o Gravel Base
The floor must slope toward the trailer tunnel.
The 45’ wide front opening of the structure must have a 14’’W 14’’D trench drain with
removable grate rating for 40,000 lbs.
Metal Floor Shelf
o The left edge of the floor will require a metal “shelf” allowing waste to be pushed off
the floor and fall in a waste trailer below.
o The shelf will require a flush mount to the concrete surface to ensure a scraper blade
may push waste across without catching the lip of the shelf.
o The shelf must extend 4ft over the edge to ensure waste drops into the trailer when
pushed off the edge.
o The shelf will be 60’ long.
All materials for this project must be approved under the Build America, Buy America
(BABA) Act.
