Project Description: General Information:
The Town of Palm Beach (“Town”) invites qualified Firms to submit statements of qualifications to provide Design-Build (“DB”) services at a Guaranteed Maximum Price (“GMP”) for the Mid-Town Seawall Replacement (“Project”). The selected firm will be responsible for the design and construction of the scope items listed below, as well as any additional work necessary to complete the Project.
The existing Mid-Town Seawall is nearing the end of its useful life. Much of the wall was constructed in the early 1900s and has undergone multiple repairs and reconfigurations. The Town desires to construct a new seawall, east (seaward) of the existing seawall, approximately 2,700 linear feet along South Ocean Blvd, between Gulfstream Rd. and Royal Palm Way. The project site encompasses the Town of Palm Beach right-of-way, Town of Palm Beach-owned property, as well as work seaward of the coastal construction control line.

MANDATORY PRE-PROPOSAL MEETING WILL BE HELD IN PERSON. Failure to attend the mandatory Pre-Proposal Meeting and Site Visit will result in disqualification from the solicitation process, and any proposals submitted by such firms will not be considered.
Date and Time of Pre-Proposal Conference: March 31, 2026 @ 10:00 AM EST.
Location: Public Works Building, 951 Okeechobee Rd, West Palm Beach, FL, 33401; Public Works Meeting Room.
This will be the sole opportunity to obtain clarifications directly from Town staff. The Pre-Proposal Conference will be immediately followed by a Site Visit. The meeting point is Worth Avenue Clock Tower, located at 423 S. Ocean Blvd., Palm Beach, FL 33480.
Submission: The Town only accepts online submittal of proposals through this platform, EUNA Procurement (ex Bonfire), the eProcurement platform linked to the Town website, promoting a greener footprint. No proposer may withdraw their proposals for a period of one hundred and eighty (180) days from the date set for the opening thereof.
Design-Build Firm Qualifications: The Design-Build Firm shall hold a Florida state contractor license and certification as a marine contractor, and shall have continuously demonstrated the ability to successfully perform seawall construction work within the municipal sector. The Contractor shall have prior experience working in dense urban settings similar to the Town of Palm Beach.
Selection Process: The Town will review responses to this RFQ that meet the requirements set forth herein and are received by the closing date and time described herein. Upon review of the proposals submitted, the selection committee may designate and shortlist no less than three (3) of the most qualified respondents. The shortlisted respondents will be invited to appear for an interview by the selection committee with oral presentation and evaluation. After deliberation, the selection committee will rank the shortlisted respondents. The Town will begin contract negotiations with the highest ranked firm. The Town intends to negotiate a Guaranteed Maximum Price (GMP) with the top-ranked company and award the contract if negotiations are successful. If negotiations with the first-ranked company are not successful, the Town will proceed to negotiate with the second-ranked company, and so on. Once the negotiations are completed, Town Council will approve the agreement.
Compliance with CCNA: The items, conditions and procedures in this Request for Qualifications are in conformance with Town policies. These policies are designed to fully comply with Chapter 287.055, Laws of Florida (known as the "Consultants' Competitive Negotiation Act"). Proposers are requested to notify the Town, in writing, if they feel any portion of this Request for Qualifications is not in compliance with these policies.
Award: Award shall be made to the Proposer which offers the best value to the Town. The Town reserves the right to reject any and all proposals, to waive non-material irregularities or technicalities and to re-advertise for all or any part of this solicitation as deemed in its best interest. The Town shall be the sole judge of its best interest.
Contract duration: The term of the contract will be based on agreed design and build schedule.
RESPONSIBLE VENDOR DETERMINATION: Respondent is hereby notified that Section 287.05701, Florida Statutes, requires that the Town of Palm Beach may not request documentation of or consider a vendor’s social, political, or ideological interest when determining if the vendor is a responsible vendor.
