SummaryThe County of Solano, General Services Department – Fleet Operations Division, is seeking qualified vendors to provide bulk fuel supply, delivery, and fuel inventory monitoring services for unleaded gasoline (87 octane) and renewable diesel (RD99) to County-owned fuel facilities located throughout Solano County. The County intends to establish a competitively procured agreement for the purchase, monitoring, and delivery of bulk fuel to support fleet operations, public works activities, public safety operations, emergency response capability, and essential County services.
The selected vendor shall provide reliable fuel supply, inventory monitoring, scheduled and emergency delivery services, and pricing based upon an OPIS rack index methodology with delivered pricing inclusive of freight and associated delivery costs. Services may include remote fuel inventory monitoring and coordinated delivery scheduling to maintain uninterrupted fuel availability at designated County fueling locations. Fuel services shall support operational continuity for approximately 700+ fleet assets and associated equipment operated by County departments and partner agencies.
BackgroundSolano County Fleet Operations manages and supports a diverse fleet consisting of light-duty vehicles, public safety vehicles, medium- and heavy-duty equipment, and off-road assets utilized by County departments and supporting agencies. Fleet Operations maintains multiple County-owned fuel facilities throughout Solano County and relies on uninterrupted fuel supply to maintain service delivery, emergency preparedness, transportation operations, and departmental readiness.
The County currently maintains fuel infrastructure supporting County operations and seeks to continue utilizing competitively procured bulk fuel services for unleaded gasoline and renewable diesel. Fuel demand supports a wide range of operational needs, including public safety response, public works activities, emergency operations, and essential County services. The continued use of renewable diesel supports operational and sustainability objectives where operationally appropriate.
The County has historically utilized OPIS-based pricing and delivered fuel services and is seeking to modernize fuel management practices through improved delivery coordination and inventory visibility. As part of this solicitation, the County may seek fuel inventory monitoring and coordinated delivery capabilities compatible with existing fuel system infrastructure to assist in maintaining uninterrupted fuel availability, reducing delivery delays, and improving fuel supply planning across County fueling locations.
The County seeks vendors with demonstrated experience providing bulk fuel supply, emergency delivery capability, fuel monitoring or inventory management services, regulatory compliance, fuel quality assurance, and reliable distribution capacity within Solano County and surrounding regions.
