Responses to Questions received regarding Random Moment Sampling and Title IV-E Support RFQ JUV-
27-4E-SW-003:
1. The announcement showed a due date of June 9, 2026, but the RFQ shows June 19, 2026. Can
you confirm the due date?
Q1 Answer: Yes, quotes are due by 3:00 PM on June 19, 2026. The Notice on the Iowa Judicial
Branch website has been corrected.
2. The Security Questionnaire referenced on page 13 of 15, section D., does not appear to be
included in the posting.
Q2 Answer: The Security Questionnaire will only be required of the Successful Respondent; this
requirement has been updated within Section 3.DD. Requirements in Amendment 1 of this RFQ.
3. Is there a specific pricing format?
Q3 Answer: Please see Section 3.CC. Total Cost of Service for pricing requirements, additionally,
a Vendor Response Form has been posted to DAS Bidding Opportunities | Iowa Department of
Administrative Services , which may be completed and submitted, and includes a table for
completion for pricing requirements.
4. May vendors submit additional supporting documentation, such as resumes, transmittal letter,
organization chart, etc. in addition to the required documentation referenced in the RFQ?

Q4 Answer: Yes, vendors may submit additional documentation. The Iowa Judicial Branch (IJB)
reserves the right to not consider any/all documentation provided in addition to the
requirements at its sole discretion.
5. May vendors submit a redacted copy for proprietary information that should not be released to
the public?
(page 14, Section 8. Additional Information, “All information submitted by a Vendor may be
treated as a public record by IJB.”)
Q5 Answer: Yes, all vendors must complete and return Attachment 2, Form 22, Request for
Confidentiality, included in Amendment 1 of this RFQ.
6. Is there a maximum number of pages for the vendor response?
Q6 Answer: There is no maximum number of pages for vendor responses; a Vendor Response
Form has been posted to DAS Bidding Opportunities | Iowa Department of Administrative
Services , which may be completed and submitted.

7. What is the evaluation scoring criteria and weighting?
Q7 Answer: All responsive quotes will be assigned a weighted cost score, based on the ratio of
the lowest cost quote versus the cost of each higher priced quote. A quote twice as expensive as
the lowest cost quote will earn half the total available points. Percentages and points will be
rounded to the nearest whole value. The formula is:
Weighted Cost Score = (price of lowest quote/price of each higher priced quote) X (points
possible).
Annual Cost Points Available: 1,000
Full 6-Year Term Cost Points Available: 5,000
Total Points Available: 6,000
The above information has also been added to Amendment 1 of this RFQ.
8. Is this an RFP or and RFQ? Both RFP and RFQ are referenced in the document.
Q8 Answer: This is a Request for Quotes (RFQ); references to proposal were included in error,
and have been corrected within Amendment 1 of this RFQ.
