Environmental Abatement & Disposal of Asbestos and Hazardous Materials & Demolition and Disposal Commercial Structures in Flint, Michigan
Invitation for Bids (IFB) – LB 26-003 Environmental Abatement & Disposal of Asbestos and Hazardous Materials & Demolition and Disposal Commercial Structures in Flint, Michigan is being issued by the Genesee County Land Bank Authority (GCLBA). Funding includes grant funding from the Mott Foundation and Genesee County Treasurer. Sealed Proposals will be received from pre-qualified contractors on GCLBA’s Bidder’s List at GCLBA main office located at 452 S. Saginaw St, 2nd Floor, Flint, MI 48502, until 3:00 pm on Tuesday, April 21 st , 2026. Envelopes must be sealed and clearly marked with the bid number. All bids received will be opened and publicly read aloud immediately following the due date and time.
All successful bidders must comply with federal labor standards, which may include the Davis-Bacon Act, Copeland Anti-Kickback legislation, and federal equal opportunity requirements.
Minority and Woman business owned enterprises (MBE/WBE) and Section 3 business concerns seeking bid opportunities under this Project Notice are encouraged to respond.
Bidders can request access Environmental Site Assessments, maps, and Pre-demolition surveys by emailing requests to ffinholm@thelandbank.org or jrobbins@thelandbank.org . Respondents will be invited to review information via Box.com. Bidders are not required to purchase a membership with Box.com, but should create a free account. IFB responses must be submitted both via hard copy and electronic copy. Each respondent shall submit One (1) completed hard copy containing documents listed under SUBMITAL FORMANT and one (1) flash drive with ALL required documents in legible and readable in a clear, legible, 12-point font, and 8.5 by 11-inch format. The bid tab file on the flash drive should be in Excel or a similar spreadsheet format. Respondent is responsible for labelling the exterior of the sealed envelope containing the proposal response with the proposal number, proposal name, proposal due date and time, and your firm’s name.
The right is reserved by GCLBA to accept any bid, to reject any or all bids, and to waive any irregularities in any bid, in the interest of GCLBA. Information on how to become an Approved Contractor can be found at: http://www.thelandbank.org/democontract.asp .

GCLBAinvites the submission of bids from pre-qualified contractors added to GCLBA’s Bidder’s List thatare experienced and licensed to conduct the abatement, demolition and disposal of residentialand commercial structures located in Genesee County.“Bidders” means the companies or individuals that submit bids in response to this IFB.“Contractor” means the Bidder whose bid submitted in response to this IFB is selected for awardof a contract.All Bidders and Contractors, their representatives, employees, and subcontractors are expectedto maintain a friendly and professional demeanor whenever interacting with the public, GeneseeCounty Land Bank, or any representative of an enforcement agency or regulatory authority. Thisincludes interactions among Bidders and Contractors at bid openings and in the execution of anysuch work contracted by GCLBA. Bidders and Contractors that violate this code of conduct maybe subject to consequences.Nothing in this IFB shall be construed to create any legal obligation on the part of GCLBA or anyBidder.
