REQUEST FOR PROPOSAL – SIDING INSTALLATION TERM SERVICE RFP #26T-CN-228 March 23rd, 2026

Cook Inlet Housing Authority (CIHA) is now accepting proposals from responsive and responsible Contractors with residential development experience to perform all phases of siding installations for residential single-family, duplex, and multi-family homes.

SCOPE OF SERVICES

In accordance with the construction drawings, the current adopted International Residential Code (IRC), International Building Code (IBC) including local amendments, Municipality of Anchorage Building Safety Department and other regulatory agencies having jurisdiction, furnish all labor, and equipment to perform and install work described below.

Siding Installation Services
Provide all wood, composite, plastic or metal siding installation services in accordance with the
specifications and building codes referenced in the Scope of Services above to include but
not limited to the following:

  • Ceiling soffits at covered decks and porches (Note CIHA does not soffit roof eves on
    pitched roofs)
  • Building wrap envelopes such as Tyvek or other manufacturers
  • Bitumen tape flashing per specifications
  • All metal flashings at foundation, windows and doors, (Fry Riglet) for wood panels and others
  • Horizontal wood or composite siding
  • Faux brick panels, made from various materials
  • Wood or cement siding panels
  • Metal siding panels
  • All flashings and metal trim as specified by metal siding manufacturer
  • Composite wood siding planks with concealed fasteners
  • Window and door trim, building corners, “belly bands” wood columns, wainscoting, garage
    door wraps and all other trim work as specified
  • Lighting and other electrical and plumbing equipment blocks
  • Apply all flexible siding caulk per manufacture recommendations to fill gaps on all siding
    installations where required to keep buildings weather tight

Siding Installation Standards

  • All exterior siding shall be in strict conformance with the construction drawings,
    specifications and all applicable building codes
  • All building wrap is to be attached, taped and flashed in accordance with manufacture
    specifications in a shingled fashion from roof eves to building foundation
  • All siding or other work under this contract shall be plumb, level, square and rigidly
    secured, following nailing schedules set forth by the construction drawings
  • Material shall be used in a manner that will obtain maximum utilization and minimum
    waste
  • Caulk material is to be applied in a workmanship like manner per manufacture specification

Siding Installation Term Service
Cook Inlet Housing Authority (CIHA) will accept proposals from responsive and responsible
individuals and Contractors.
PROPOSAL SUBMITTALS
Proposals must be submitted, clearly marked: “Attn: Procurement, RFP # 26T-CN-228, Siding
Installation Term Service– Do Not Open”. CIHA will reject proposals received after the
deadline. Faxed proposals will not be accepted.
Mailed and hand-delivered proposals: Proposals must be received on April 13, 2026,
2:00PM at CIHA, Attn: Procurement, 3510 Spenard Road, Anchorage, Alaska 99503, no
later than according to the time clock located at CIHA’s front desk.
Emailed proposals: Proposals must be received no later than April 13, 2026, 2:00PM
according to the time and date received by CIHA’s email server. Emailed proposals may be
submitted to Procurement@cookinlethousing.org.
QUESTIONS
CIHA shall not be bound by any oral interpretation of this RFP. Questions are encouraged and
should be sent in writing to CIHA’s Procurement Manager via email. All questions must be
received at CIHA no later than April 2, 2026, 2:00PM. Written questions received by the deadline
will be answered by Addendum to all vendors.

No communication is to be directed to any other CIHA employees or CIHA representative.
Substantive issues will be answered in writing in the form of an Addendum to this RFP. If
determined necessary by CIHA, the proposal submittal due date may be extended and will be
stated as such in the Addendum form.
INTENT
The intent of this RFP is to establish an indefinite quantity term services contract with a responsive
and responsible, Siding Contractor or Contractors with residential development experience to
perform all phases of siding installations services for residential single-family, duplex, and multi-
family homes. CIHA reserves the right to award one or more Contractors for this solicitation.
BUILDING TYPES
Buildings constructed under this contract will have the general characteristics listed below:
One- and two-story buildings of modest, modern design
Single-family homes less than 2,000 sq ft
Duplexes less than 3,000 sq ft
Fourplexes less than 5,000 sq ft
Roof pitch less than or equal to 6/12

CONTRACT TERM
Award of a professional services contract for the specified work will include an initial two (2) year
term with an option to extend for three (3) additional one (1) year terms based on available
funding, satisfactory performance, agreed upon pricing and mutual consent. The yearly contract
shall be automatically renewed for one (1) year unless either party gives written notice of thirty
(30) days prior to the expiration thereof. The cost portion of your proposal submitted should
include the initial one (1) year term and the extension option years.
SCOPE OF SERVICES
In accordance with the construction drawings, the current adopted International Residential Code
(IRC), International Building Code (IBC) including local amendments, Municipality of Anchorage
Building Safety Department and other regulatory agencies having jurisdiction, furnish all labor,
and equipment to perform and install work described below.
Materials
CIHA will supply materials required under this contract, excluding nails, staples, and saw blades.
Materials will be delivered to the job site. A CIHA representative will determine and provide the
rough siding material package prior to construct start date. Contractor to coordinate with CIHA
staff, additional material requirements for materials on a day-to-day basis during the siding
installation stage for all items not included in the original material takeoff.
