The Town of Coventry, Connecticut is accepting proposals from qualified consulting firms (herein after individually referred to as the “Consultant “) to provide a Concept Plan to include possible layouts for a small lot housing development located on Sam Green Road and Old Tolland Turnpike known as Assessor’s Map 22, Lots 88 and 173.
Background
Coventry is the gateway to Northeast Connecticut’s Quiet Corner. Spread over 37 square miles of woods and farmlands, this town of 12,500 offers historic sites and farms, antique and specialty shops, public beaches and a state boat launch on Coventry Lake, good places to eat, and cozy bed-and-breakfast inns. Coventry is probably best known as the birthplace of America’s young Revolutionary War hero Nathan Hale.

Create a Concept Plan to Support the Development of a Small Lot Development
The Senior & Affordable Housing Alternatives Study Committee is looking to fulfill Plan of Conservation and Development housing recommendations #4 and # 8 by hiring a consultant to develop a concept plan which would show different housing options for the development of this site.

Prepare an initial base map using existing information on file to create a base map fortopography and wetlands. These maps will be in PDF format and made available to theconsultant.2. Meeting with staff to establish types of housing plans to consider. This will include differenthousing types with consideration to existing regulations and what may be possible with aregulation amendment.3. Options to consider will include reduced lot sizes or no lots (condo style or rentals). Housingtypes will include single family homes under 1,000 square feet, duplexes totaling no more than2,000 square feet, and middle housing of 3-6 units.4. At least two meetings with staff and the Senior & Affordable Housing Alternatives StudyCommittee should be included.5. A review and determination of septic suitability based on publicly available soil mapping shouldbe provided.6. A proposed road network and possible stormwater management system locations.7. General Requirements1. Consultants are encouraged to be creative and resourceful in proposing the most cost-effective and efficient solutions for the needs outlined in this RFP.2. All costs incurred in the preparation and presentation of this proposal shall be whollyabsorbed by the Consultant.3. Consultant should provide a timeframe for completion of the anticipated tasks and finalstudy.B. Cover Letter/Executive Summary1. List the official name, address, phone number, fax number, email address of theConsultant, as well as the name of the principal contact person and the name of theperson authorized to execute the contract.C.Qualifications1. A description of the experience and qualifications of the proposed staff member(s) whowill be performing the services. This information should be in sufficient detail to allowanaly2. A list of similar size municipalities for which the Consultant has developed a similarDevelopment Concept Plan in the last five (5) years, including a description of the workdone for each municipality, and a contact person at each municipality.3. Provide details of any instances in which the Consultant or its agents / employees havehad to legally defend themselves relative to services provided.4. Hourly fee and expense scheduleD. Proposed Methodology and Related Information1. Provide a brief description of the services and methods by which work will beperformed. This description shall include the following:a.b. Description of how the consultant proposes to create the plan. Include descriptionsand documentation of proposed methodology. Describe and outline the tasks thatthe consultant believes are necessary to complete the plan;c. Outline a project timeline from award of contract to final report. Be sure to includetime in the project schedule for review and feedback by the Town stakeholders, aswell as presentation of the plan;E. Proposed Cost of the Project1. Provide an all-inclusive detailed project budget;2. Any incidental expenses, such as copying, mailing, travel type charges must be clearlystated in the proposal;3. Prices quoted shall be firm and not subject to increases during the term of anycontract that the Consultant and the Town of Coventry enter because of this proposal.The proposal shall contain a statement that the proposal is firm for at least one-Page | 2REQUEST FOR PROPOSALS (RFP) FORCONCEPT PLAN FOR HOUSING DEVELOPMENTTOWN OF COVENTRY, CONNECTICUThundred twenty (120) days immediately following the date of submission of the sealedproposal.General ConditionsA. The Town of Coventry reserves the right to reject any or all proposals, to waive any defects inthe proposals received, and to select the consultant considered the most advantageous to theTown of Coventry, in the sole discretion of the Town of Coventry;B. Proposals received after the deadline and/or received unsigned shall be considered void andwill NOT be considered;C. All proposals, responses, inquiries, correspondence or other documents relating to this RFP willbecome the property of the Town of Coventry when received. The Town of Coventry reservesthe right to use any or all ideas presented in any proposal, whether amended or not; selectionor rejection of a proposal does not affect this right.D. Firm(s) will likely be asked to present and explain their proposals. If interviews are held, theywill be 30-45 minutes long. Initial presentations will be limited to 15 minutes. The final 15 30minutes will be reserved for questions from the selection committee and subsequentquestions. The key person to be assigned to this project must be present at the interview.Terms and ConditionsA. The selected consultant will be required to sign a contract with the Town of Coventry, the formand substance of which must be acceptable to the Town of Coventry;B.
