IntroductionThe City of Bangor requests bids to furnish and deliver one (1) heavy duty Jet A Refueler tothe Airport’s GSE Facility, FOB destination, 206 Maine Ave, Bangor, Maine. The City islooking for a Jet A Refueler with a tank size of 7,000 gallons.The City is seeking options to acquire one (1) Jet A Refueler, through either a purchase, alease, or some combination thereof depending on the bids received. As a result, this bidrequest requires a purchase cost per unit as well as a lease rate for a five-year term with anend of term purchase price. The lease must include a non-appropriation clause where, iffunding is not appropriated, the City may turn this piece of equipment back to the dealer withno penalty.The vehicle must be the most current year available. The City will consider alternate bids forthe purchase of an unsold previous year model if it meets or exceeds the requestedspecifications.The City of Bangor intends to trade in one (1) used tanker. Trade-in Information is includedin Section XI.II. General InformationGeneral information is available on the City’s website at the following web address:www.bangormaine.gov/proposals. By submitting a response to this solicitation, the bidderaccepts the responsibility for downloading, reading and bidding by the terms and conditionsset forth in the City’s “General Information for Vendors”. QuestionsAny questions must be directed in writing to bids@bangormaine.gov no later than 4:30 P.M.,Friday, December 12, 2025.The City will provide a response by 4:30 P.M. on Friday, December 19, 2025. This responsewill be in the form of an addendum, accessible on the City's website. Notifications will be sentto those who have signed up to receive notifications at www.bangormaine.gov/bids throughNotifyME. Notifications will be sent when new addenda are released.V. Late ProposalsIt is the responsibility of the Proposer(s) to see that their proposals have sufficient time to bereceived by the Purchasing Department before the submittal deadline. Any proposal, portionof a proposal, or requested proposal revision received at the City Purchasing Departmentafter the time and date specified will be returned to the Proposer unopened or, if by electronicsubmission, deleted without being opened.VI. Withdrawal of ProposalsNo Proposer may withdraw their proposal for a period of ninety (90) days from the date ofopening. All proposals shall be subject to acceptance by the City during this period.To withdraw a proposal prior to the opening, the Proposer shall request the withdrawal inwriting. All costs associated with the withdrawal (i.e., mailing fees) will be borne by theProposer.P26-22Page 2 of 7BGR – Jet A RefuelerVII. RejectionThe City reserves the right to reject any proposals, waive any informalities or defects inproposals, or accept a higher-cost proposal if it is deemed to be in the best interest of theCity. The City also reserves the right to request clarification of any details from the successfulProposer. The evaluation of proposals and determination of the award will be at the discretionof the City and its judgment shall be final and without right of recourse by any Proposer.VIII. Information for ProposersA. Tax Exclusion: All Federal and State taxes must be excluded from the proposal price.Upon request, a tax exemption certificate for the City of Bangor shall be furnished tothe successful Proposer.B. Refilling access on driver’s side.2. ChassisA. Conventional cab/chassis.B. Cummins diesel engine with cold weather starting aid/ block heater.C. Engine hour meter.D. Allison automatic with push button controls and diagnostics.E. Air brake system, power steering, heat, defrost, and air conditioning.F. Heated mirrors.G. Back up camera with color display mounted on dash.H. Heated air dryer air system.I. Cab color to be White.3. Lift BasketCapable of two workmen.A. Built-in safety sensors to detect and stop lift impact.B. 2”X10’ lightweight, cold-weather hose, with a Whitaker F-145 6-lug underwingnozzle.4. Horizontal filter/separator (F/S) –four hundred fifty (450) gallon rated that meetsAPI 1581 5th (or most current) edition specs.B. Equipped with a Gammon GTP-8980.C. Water defense system.6. Deadman and pressure controlA. Inline Deadman/pressure control shall be electric with shut off control andprovides primary control.B. Secondary pressure control regulated by forty-five (45) pounds per square inch(psi) hose and control valve.7. MetersA. Two (2) three hundred (300) gallons per minute (GPM) electronic meters withTCS 3000 registers.B. Two (2) large LED displays: One (1) dedicated for single point, one (1)dedicated for over wing fueling.C. Register to have tank level, temperature compensation, corrected DifferentialPressure (DP), Fuel Systems Icing Inhibitor (FSII) dispenser, and ticket printingregisters to be mounted in cab.8. Hose reelsA. One (1) single wrap reel sized for 2” x 50’ hose.B. Two (2) reels sized for 1 ½” hose.C. Non-ferrous internals, explosion proof electric rewind motors, and switches.D. Auxiliary manual rewind.E. A shut off valve is to be installed upstream of the reel system.9. HosesA. One (1) 2” x 50’ lightweight, cold-weather, hose with a Whittaker F-145 6 lugunderwing nozzle.B. Non-skid paint / anti slip treads used on top of tank and on designated footholds.J. Storage box behind chassis cab for storage of wing protection mats, spill kits,etc.17. Training and ManualsA. Training must be provided for operators within thirty (30) days of delivery.B. Thorough in-depth maintenance training for technicians must be providedwithin thirty (30) days of delivery.C. At the time of delivery BGR will be furnished with a complete set of chassis andfuel system hard copy manuals to include all electrical, hydraulic, andpneumatics schematics.D. At the time of delivery BGR will be furnished with any diagnostics software.18. WarrantyA. Full factory warranties both chassis and fuel system/tank for entire length oflease and/or extended purchase, to include support phone number in case ofemergency.X. Trade-in InformationThe City of Bangor intends to trade in one (1) used tanker refueling truck. This is one (1)1996 E.A.M.
