Bid Title: CDBG Housing Consultant Services
Category: Requests for Proposals Status: Open Description: The City is seeking proposals from qualified individual(s) or firm(s) to provide consultant services for the City’s Housing Rehabilitation Program and associated Asbestos and Lead-Based Paint Testing and Abatement Program. Both programs target low-income single-family households with incomes at or below 80 percent of the area median income (AMI). Both programs are funded through the U.S. Department of Housing and Urban Development (HUD) with Community Development Block Grants (CDBG). The City is a non-entitlement city and receives CDBG funds from the Los Angeles County Development Authority (LACDA). The City has allocated a total of $263,288 for the Housing Rehabilitation Program and $35,000 for the Lead-Based Paint Testing and Abatement Program. Please note, these amounts include both project costs and consultant fees.
The City also offers a Youth Scholarship Program that assists low-income households by covering a portion of the registration fees for recreation classes offered by the City’s Parks and Recreation Department. The selected consultant will not work on the Youth Scholarship Program. These amounts include the City’s CDBG annual allocation of $216,794 and unallocated balance of $96,139 for a total of $312,933.

The Housing RehabilitationProgram currently offers a loan up to $ 40 ,000 and a grant up to $1 5 ,000 foreligible residents . For residents participating in the Housing Rehabilitationprogram, t he City also offers an Asbestos and Lead - Based Paint Testing andAbatement g rant .The ideal consultantmust be familiar with the LACDentering client and contractor information into theenvironmental clearancefor each property, preparA ’s online system (i.e.,online system, obtaininging quarterly performanceTemple City, RFP – CDBG Housing Consultant ServicesPage 4 of 10reports and funding requests , etc. ). The ideal consultant must also be familiarwith single - family residential construction, preparing detailed work write- ups,reviewing income documentation to qualify and approve applicants,preparing residential construction contracts and agreements, preparing deedof trusts , and reviewing contractor invoices.The consultant must ensure that the City’sCDBG programscomply withrequirements of the source(s) of the funds being used and any other legalrequirements that may apply, such as truth- in - lending and fair housing. Theconsultant must maintain the utmost accuracy in documentation and filingsystem that meets or exceeds the requirements of the funding source. Theconsultant must manage program workflow to ensure the timely expenditureof funds and meet the City’s annual goals for the number of housingrehabilitation completed . The consultant must provide monthly updates to theCommunity Development Director relating tohousing rehabilitation projectsthat are pending, unde r construction, completed, etc.The consultant may be request ed to assist with prepar ing City Council staffreports relating to the City’s CDBG programs and allocations.The consultantwill also be required to participate in any program reviews or audits.SUPPLEMENTAL FUNDINGSOURCESThe consultant may be required to assist in identifying and applying foradditional funding sources, such as grant funds to expand related housingservices and/or create new housing program(s) or service ( s ) .TERM OF CONTRACTThe term of the contract will be from July 1,2026, through June 30, 2027.The City has included an option to extend the contract, up to four ( 4 )additional years, in one- year increments, based on the consultant’sperformance and availability of funds.NECESSARY QUALIFICATIONS1. Experience . The selected contractor must have demonstrated relevantexperience in providingCDBG consultant services and proficiency withsingle - family residential rehabilitation asdescribed under the Scope ofServices. The contractor must also demonstrate that they haveexperience navigating the LACDA online system. Evidence must beprovided regarding the nature of services provided toclient cities orTemple City, RFP – CDBG Housing Consultant ServicesPage 5 of 10agencies. A comprehensive list of references of cities served must beprovided. Cite examples of qualifying housing rehabilitation programswith dates, contact persons, and scope of work performed. Thesubmittal must clearly state the number and type of programs orservices performed.2. Staff Qualifications.Staff assigned must have relevant experienceproviding the necessary services as described under the Scope ofServices. In particular, the Project Managermust have experience withLACD A ’s online system.All personnel assigned to the work mustpossess appropriate certifications or registrations as required by Stateor Federal agencies, if any.3. Contact Person.The contractor will be required to identify the personwho will be the Project Manager and primary contact person. Otherstaff or subcontractors may be identified as the specialist inspecificareas or for specific tasks. These individuals must, within reasonablelimitations, be accessible to City staff during business hours.4. Organization and Staffing.The c ontractor must provide a descriptionof the Project Manager, other keystaff, and sub contractors, if any, andtheir relationship with City operations.The c ontractor must provideresumes for all staff members and subcontractors, if any. The submittalmust p rovide a n Organization Table illustrating the staff hierarchy andresponsibilities as it would pertain to the scope of work in thisdocument.GENERAL CONDITIONS1. The City of Temple Citywill not be liable for any pre- contractualexpenses incurred by any consultant, norwill any firm include suchexpenses as part of the proposed cost.Pre - contractual expensesinclude any expense incurred by a qualification and negotiating anyterms with the City.2. The City reserve s the right to withdraw thisRequest for Proposal (RFP )at any time without prior notice and to reject any and all proposalssubmitted without indicating any reasons. Any award of contract fors ervices will be made to the contractorbest qualified and responsive inthe opinion of the City.3. Proposals may, at the City’s option, be rejected if they contain anyalterations, additions, conditions or alternatives, are incomplete, orcontain erasures or irregularities of any kind.The City reserves the right
