DescriptionTHIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information, market research, and planning purposes; it does not constitute a Request for Proposal (RFP), Request for Quotation (RFQ), or a promise to issue a solicitation in the future. This RFI does not commit the U.S. Government to contract for any supply or service whatsoever. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. All information received in response to this RFI will be considered for informational purposes only. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Not responding to this RFI does not preclude participation in any future solicitation, if one is issued.
1.0 Purpose
The Marine Corps Base Camp Lejeune Contracting Office, on behalf of the 2d Reconnaissance Battalion (2d Recon), is issuing this Request for Information (RFI) to conduct market research under NAICS 339920 (Sporting and Athletic Goods Manufacturing), with a small business size standard of $9,000,000.
The Government is seeking to identify qualified manufacturers and supply chain vendors capable of establishing a continuous, reliable supply of complete dive dry suit systems, thermal undergarments, ancillary parts, and specialized maintenance tools in support of reconnaissance diving operations.
2.0 Background & Technical Requirements
The 2d Recon has a recurring requirement for advanced dry suit systems to provide critical thermal protection against hypothermia during Marine Corps Reconnaissance diving operations in extreme cold and arctic aquatic environments. The Government intends to award an Indefinite Delivery Indefinite Quantity (IDIQ) contract with a five (5) year ordering period (consisting of one twelve-month base period and four twelve-month option periods).
Key technical parameters of the requirement include:
- System Design (CLIN 0001): Loose-fitting, breathable dry suit utilizing a dual-layer skin/core design (heavy-duty, breathable, waterproof laminate inner core paired with a highly abrasion-resistant, non-reflective black stretch-fabric outer skin fitting tightly to eliminate drag).
- Hardware and Sealing: Must feature permanently attached quick-replace seal rings (supporting user-replaceable silicone or latex neck and wrist seals), low-profile inflation/exhaust valves compatible with SCUBA/MK25 USMC dive gear, and heavy-duty polyurethane dry entry zippers.
- Sizing Range: Comprehensive range from Small (S) to Double Extra-Large (XXL), including specialized intermediate sizes (e.g., M+, ML, ML/T, L+, XL/T, and 3XL/T+).
- Thermal Package & Accessories: Multi-tiered thermal insulation (lightweight, medium-weight, heavy-weight, and arctic-weight layers), form-fitting neoprene hoods, protective dive gloves, durable dive boots, transport bags, and a 3-year organizational maintenance sustainment package.
- Compatibility: All individual ancillary components that compose of the complete dry suit system (CLIN 0001), must be 100% compatible and interchangeable across all systems. These components can be seen both in the PWS and the attached minimum salient characteristics.
- Delivery Terms: FOB Destination pricing to Camp Lejeune, NC. The Government's minimum guarantee is six (6) Complete Dry Suit Systems ordered upon contract award.
3.0 Required Vendor Response
To assist the Government in determining the availability of qualified small businesses and finalizing our acquisition strategy, interested vendors are requested to submit a brief capability package answering the following questions:
- Manufacturing and Supply Capabilities: Does your firm currently manufacture or distribute complete dry suit systems meeting the dual-layer skin/core design and associated specifications detailed in Section 2.0? Please provide product brochures or technical sheets if available.
- Sizing Availability: Can your company supply the full spectrum of required sizes, including specialized and intermediate sizes (specifically M+, ML, ML/T, L+, XL/T, and 3XL/T+), under firm-fixed pricing?
- Ancillary Parts Catalog: Confirm your capability to supply all 23 ancillary line items (including seals, valves, specialized keys, undergarments, and repair kits) individually for replacement and sustainment procurement.
If the ancillary parts for your system do not match the specific items listed in Section 3.0 of the PWS (e.g., due to proprietary valves, specialized seal-ring tools, or custom dry glove seals), please clearly identify these differences.
Important: If proposing alternate/proprietary ancillary parts, you must provide detailed technical descriptions, compatibility data, and spec sheets. This information is required so that the Contracting Office can verify with the customer (technical/end-user team) that your proposed system and alternative parts fully satisfy the overall technical and operational capabilities.
- Quality Assurance and Warranty: Describe your company's quality assurance program and standard commercial warranty terms for dry suit systems and components.
- Business Size & Contracting Vehicles: Please state your company's socio-economic status under NAICS 339920 (e.g., Small Business, SDVOSB, HUBZone). Additionally, indicate if you hold any active Federal Supply Schedules or GWACs that could support this requirement.
