The Owner reservesthe right, at the time of the site visit, to reject requests to inspect specific areas of the airfield, if it is not conducive toairport operations at the time.Prequalification: Contractor’s bidding need not be pre-qualified but shall be qualified to do the work.No bid will be considered unless accompanied by a bid guaranty secured by an approved surety or sureties (licensed toconduct surety business in the state of Missouri), payable to the owner, for not less than five (5) percent of the amount ofthe bid.All proposals submitted in accordance with the instructions presented herein will be subject to evaluation. Bids may beheld by the City of Versailles of Versailles, MO for a period not to exceed ninety (90) calendar days from the date ofthe bid opening for the purpose of evaluating bids prior to award of contract.Award of contract will be based on the lowest aggregate sum proposal submitted from those bidders that are confirmedas being responsive and responsible. Contractors bidding shall bid all items. The right is reserved, as the City ofVersailles may require, to reject any bid and all bids to waive any or all irregularities, technicalities, informality or anyinformation in the bids received.The successful bidder will be required to furnish separate performance and payment bonds, each in an amount equal to100% of the contract.Prospective bidders are hereby advised that award of contract is contingent upon the owner receiving State-fundingassistance under the State Aviation Trust Fund.In accordance with the Missouri Prevailing Wage Law, the contractor will be required to comply with the wage andlabor requirements and to pay minimum wages in accordance with the schedule of wage rates established by theMissouri Division of Labor Standards.
