INTRODUCTION1.1 Brief Overview of the ProjectThe Debt and Financial Analysis Division is soliciting proposals from qualifiedconsultants to provide municipal financial advisory services (Municipal Advisor) to theHarbor Department with regards to municipal debt and other financial transactions,economic initiatives, policies, financial procedures, and controls that would benefit theHarbor Department. More than one qualified firm may be selected, and any particular firmor firms may be used at any one time.The duration of the contract awarded as a result of this RFP is expected to be threeyears from the date of execution of the contract.1.2 The Port of Los AngelesThe Port of Los Angeles is America’s Port®, the nation’s premier gateway forinternational commerce and the busiest seaport in the Western Hemisphere. Located in SanPedro Bay, 25 miles south of downtown Los Angeles, the Port encompasses 7,500 acres ofland and water along 43 miles of waterfront.The Port features both passenger and cargo terminals, including cruise, container,automobile, breakbulk, dry and liquid bulk, and warehouse facilities that manage billions ofdollars’ worth of cargo each year. One of the world’s busiest seaports and leading gatewayfor international trade in North America, the Port of Los Angeles has ranked as the numberone container port in the United States each year since 2000. In calendar year 2025, thePort handled a total of 10.2 million TEUs.The Port of Los Angeles is a proprietary department of the City of Los Angeles (alsoknown as the Los Angeles Harbor Department) and is governed by the Los Angeles Boardof Harbor Commissioners, a panel appointed by the Mayor of Los Angeles. Although thePort is a City department, it is not supported by City taxes. Operating as a landlord port withmore than 200 leaseholders, the Port instead generates its revenues from leasing andshipping service fees. The Port’s jurisdiction is limited to the Harbor District, which includesproperty in San Pedro, Wilmington, and Terminal Island.2. PROJECT DESCRIPTION2.1 Project Scope of WorkThe Municipal Advisor shall provide advice to the Harbor Department relating tofinancial transactions, economic initiatives, policies, financial procedures and controls thatwould benefit the Department. The Harbor Department is interested in firms with strongpublic sector financial advisory experience. A history of working with ports and experiencewith transportation issues is preferred.5
