Invitation to Bid2026 Paving ServicesThe City of North Pole is seeking bids for asphalt paving repairs on city streets, paths, and parking lots. The Invitation to Bid can be obtained using the link below , by emailing the City Clerk at EBraniff@NorthPoleAK.Gov or by calling Emily at 907-488-8583. Hard copy sealed bids must be received in the City Clerk’s Office by 2:00 p.m. on May 21st, 2026, at which time the bids will be opened and read aloud.

CITY OF NORTH POLE2026 PAVING SERVICES INVITATION TO BIDThe City of North Pole is seeking bids for asphalt paving of streets and other areas withincity limits. This bid package contains a Contractor Bid Form. Bids are due to the NorthPole City Hall by 2:00 p.m., Thursday, May 21, 2026. Any questions should be directedto the City of North Pole City Clerk at EBraniff@NorthPoleAK.GovI. SCOPE OF WORK1. The scope of work entails repairing damage and other issues with asphaltthroughout the City. Individual locations will initially be cut, dug out, and refilled withindustry and Alaska standard asphalt materials and all work performed to professionalstandards in the industry. It is the Contractor’s responsibility to familiarize themselves withthe City’s streets, alleys, city facilities and parking lots and this scope of the work inpreparation of their proposal.2. Response Times and Timely Completion of Work.A. The Contractor must be available to repair streets in a timely fashion, givenconstruction year time constraints. Repairs started must be completed within one (1)week of the initial cut into the asphalt. A repair cannot be postponed once a cut has beenmade into the asphalt. All street repairs identified by the city must be completed by theend of the constructions season, when sustained overnight freezes become routine.B. Response and completion times may be extended by the City, in their solediscretion, under extraordinary circumstances but in no case will this time be extendedbecause of the Contractor’s obligations or decision to provide services to another client.Contractors shall not be excused from timely performance because of othercommitments. Compliance with these time limits is a material term and failure to complywith these time limits may, at the option of the City, be deemed contract default.3. Coordination and Traffic Control/Neighborhood Notification Plan.A. The Contractor is responsible for coordinating work with the North Pole PoliceDepartment, the North Pole Fire Department and other relevant organizations (i.e., DOTor the Alaska Railroad) to ensure access to the streets and other required locations duringthe performance of the work.B. Work must be performed using a city approved traffic control/neighborhoodnotification plan. The Contractor must submit, with their bid, a traffic control/neighborhoodnotification plan. The plan shall explain how they plan to control traffic in theneighborhoods where they will pave and the means and methods they will use to provideresidents with advance notice.C. The final traffic control/neighborhood notification plan to be implemented by theselected Contractor may be negotiated with the City with the top-ranked bid and if theCity of North Pole 2026 Paving Services Invitation to BidPage 1 of 12parties are unable to agree, the City may, in its sole discretion, negotiate and award acontract with lower ranked bids in order of their ranking.4. Other Specifications and Requirements Relevant to Scope of Work.A. All paving will be coordinated with the North Pole Department of Public Works,no less than 3 working days in advance of beginning the work.B. All required equipment and supplies will be furnished by the Contractor.C. Debris and other items will be removed by the Contractor.D. Work locations will be returned to the same or more improved status after workis complete.E. All work must comply with applicable North Pole City Code, Fairbanks NorthStar Borough requirements, State of Alaska regulations, and federal guidelines.II. EVALUATION FACTORS:Bids will be ranked, weighted, and scored according to the following criteria:1. Cost of Services.This is calculated on a per square foot of asphalt paving installed (to include cutting andremoval of damaged area). 80% of total score.2. Experience.Indicates previous paving experience in the City of North Pole or the surrounding area.Work experience includes both the previous experience of the contractor and the keyemployees who will be performing the scope of work. 20% of total score.III. OTHER TERMS AND CONDITIONS1. Call OutThe Contractor shall not provide any work or services except as requested in writing byauthorized City personnel. The city makes no representation as to the amount of, or evenwhether any work or services will be requested or that the city will look solely to theContractor for the identified work and services. A list of authorized city personnel shallbe furnished upon award of the contract. Paving work after peak traffic hours is preferredbut not required.2. SubcontractorsContractor shall not allow any subcontractor to perform any of portion of the scope ofwork without prior written approval of the City.3. DamagesCity of North Pole 2026 Paving Services Invitation to BidPage 2 of 12Contractor shall exercise due diligence and shall indemnify and hold the City harmlessfor any damages incurred in the performance of the Contractor’s work.A. Damage and Obstruction of Public Property: Contractor shall be solelyresponsible for any damage including but not limited to damage to culverts, fire hydrants,street signs, etc., if such damage is caused by Contractor’s equipment or agents.B. Damage and Obstruction of Private Property: The Contractor shall take care toavoid damage to private property that includes, but is not limited to legally locatedvehicles, mailboxes, fences, and landscaping. The Contractor will be solely responsiblefor any damage to private property or property-owners caused by them or their agents inthe performance of the scope of work.4. CONTRACTUAL RELATIONSHIP.The parties intended that an independent contractor relationship will be created by thiscontract. The CITY is interested only in the results to be achieved as provided in thisagreement. The conduct and control of the work will lie solely with the Contractor.Contractor is not considered to be an agent or employee of the CITY for any purpose,and the employees of Contractor are not entitled to any benefits that CITY provides forCITY employees. CITY does not agree to use the Contractor exclusively. Contractordoes not agree to work for CITY exclusively.5. PERSONNEL, EQUIPMENT AND SUPPLIES.Except as provided in the Scope of Work, the Contractor represents that it has or willsecure at its own expense all personnel, equipment, and supplies required in performingthe work under this contract. All of the work required hereunder will be performed bythe Contractor or under its supervision. None of the work covered by this Contract shallbe subcontracted except as provided in the Scope of Work.6. CONTRACTOR QUALIFICATIONS.Contractor warrants that it is fully qualified and is licensed under all applicable local,state, and federal laws to perform its obligations under this contract.7. INSURANCE REQUIREMENTS.Contractor has secured and agrees to keep and maintain in full force and effect, at itsown expense, the insurance outlined below. At least 30 days prior to the cancellation,non-renewal or reduction in the amount of coverage, Contractor shall provide writtennotice to CITY. The Contractor’s insurance shall be primary and any insurancemaintained by the CITY shall be non-contributory. If the Contractor maintains higherlimits than shown below, the CITY shall be entitled to coverage for the higher limitsmaintained by the Contractor.City of North Pole 2026 Paving Services Invitation to BidPage 3 of 12A. Deductibles and Self-Insured Retentions. Any deductibles and self-insuredretentions must be declared to and approved by the CITY. The CITY may require theContractor to provide proof of ability to pay losses and related investigations, claimadministration and defense expenses within the retention.B. Claims-Made Policies. If any of the required policies provide coverage on aclaims-made basis:I. The Retroactive Date must be declared and must be before the date of thecontract or the beginning of the contract work.II. Insurance must be maintained and evidence of insurance must beprovided for at least one (1) year after completion of the contract work.III. If coverage is canceled or non-renewed, and not replaced with anotherclaims-made policy form with the Retroactive Date prior to the contracteffective date, the Contractor must purchase “extended reporting” coveragefor a minimum of one (1) year after completion of the contract work.C. Insurance specifics. The Contractor has provided certification of properinsurance coverage, including certificate(s) of insurance and amendatory endorsementsor copies of the applicable policy language affecting coverage required in thisagreement, to the CITY, attached as Attachment _______. Failure of CITY to demandsuch certificate or other evidence of full compliance with these insurance requirementsor failure of CITY to identify a deficiency from evidence that is provided shall not beconstrued as a waiver of the obligation of the Contractor to maintain the insurancerequired by this contract.Contractor agrees to maintain insurance as follows at all times while this contract is ineffect, including during any periods of renewal.I. Commercial General Liability Insurance. The Contractor mustmaintain Commercial General Liability Insurance in an amount it deemsreasonably sufficient to cover any suit that may be brought against theContractor. This amount must be at least one million dollars peroccurrence, and one million dollars aggregate. This insurance policy isto contain, or be endorsed to contain, additional insured status forthe CITY, its officers, officials, employees, and volunteers. IfAdditional insured status is provided in the form of an endorsement to theContractor’s insurance, the endorsement shall be at least as broad as ISOForm CG 20 10 11 85 or both CG 20 10, CG 20 26, CG 20 33, or CG 2038; and CG 20 37 forms if later revisions used).II. Workers Compensation Insurance. If required by Alaska Statute(see Alaska Statute 23.30), the Contractor must maintain WorkersCompensation Insurance to protect the Contractor from any claims ordamages for any bodily or personal injury or death which may arise fromservices performed under this contract. This requirement applies to theCity of North Pole 2026 Paving Services Invitation to BidPage 4 of 12Contractor's firm, the Contractor's subcontractors and assignees, andanyone directly or indirectly employed to perform work under this contract.The Contractor must notify the City as well as the State Division ofWorkers Compensation immediately when changes in the Contractor'sbusiness operation affect the Contractor's insurance status. Statutorylimits apply to Workers Compensation Insurance. The policy must includeemployer’s liability coverage of an amount reasonably sufficient to coverany injury and illness. If the Contractor is exempt from AlaskaStatutory Requirements, the Contractor must provide writtenconfirmation of this status in order for the CITY to waive thisrequirement. The Contractor grants a waiver of any right tosubrogation against the CITY by virtue of the payment of any lossunder such insurance. This provision applies regardless of whether ornot the CITY has received a waiver of subrogation endorsement from theinsurer.III. Comprehensive Automobile Liability Insurance. The coverageshall include all owned, hired, and non-owned vehicles of not less thanone million dollars per occurrence combined single limit coverage forbodily injury and property damage.8. CHANGES.The CITY may, from time to time, require changes in the scope of services to beperformed under this contract. Such changes, including any increase or decrease in theamount of the Contractor’s compensation, must be mutually agreed upon in writingbefore they will be regarded as part of this contract. No claim for additional services,not specifically provided in this contract, performed or furnished by the Contractor, willbe allowed, nor may the Contractor do any work or furnish any material not covered bythe contract unless the work or material is ordered in writing by the CITY.9. NO ASSIGNMENT OR DELEGATION.The Contractor may not assign or delegate any interest in this contract without the priorwritten consent of the CITY. Contractor may assign its rights to any payment under thiscontract without the prior written consent of CITY; however, notice of any suchassignment or transfer shall be furnished promptly to CITY by Contractor.10. TERMINATION FOR CONVENIENCE.The CITY may, by prior written notice, terminate this agreement at any time, in whole orin part, when it is in the best interest of the CITY. In the event that this contract isterminated by the CITY for convenience, as opposed to termination for cause, the CITYis liable only for payment in accordance with this agreement for work accomplished priorto the effective date of the termination.City of North Pole 2026 Paving Services Invitation to BidPage 5 of 12
