The intent is to add to, modify, orclarify the documents. Should any of these items have an effect on price, such changes shall be included in the price bid.These items have the same force and effect as if contained in the original.ITEM 1:QUESTION/ANSWERQ1. We have reviewed Amendment #5, and the answer A2 is very unclear. Please clarify that the LS pay item forthe pile jackets is for a survey and repair plan only. No labor, no material included to repair the pile jacketdeficiencies. It is impossible to quote labor and material of pile deficiencies without a survey done in advance.Please clarify the intent of this pay item. The sentence ….”and design and repair pile jacket deficiencies” isnot clear, nor can be quantified at time of bid.A1. Labor and material for pile jacket deficiencies is included in the LS item for pile jacket repairs. Estimate cost of repairsbased on those identified in 2024 Underwater Inspection report. Any additional deficiencies identified through theunderwater inspection performed by the Contractor’s Inspector and recommended for repair will be negotiated assupplemental work upon coordination with and concurrence by the County.Additionally, Scope Item #14 language is modified as follows:PERFORM UNDERWATER INSPECTION OF ALL PILE JACKETS (68 LOCATIONS) INCLUDING CATHODICPROTECTION SYSTEM.PROVIDE REPORT TO COUNTY SUMMARIZING FINDINGS, INCLUDING ESTIMATED REMAINING AMOUNT OFANODE, AND RECOMMENDATIONS FOR REPAIR.CONFIRM RECOMMENATIONS FOR REPAIR WITH COUNTY PRIOR TO PROCEEDING WITH WORK.PREPARE DESIGN AND DETAILS FOR PILE JACKET REPAIRS BASED ON IDENTIFIED DEFICIENCES, INCLUDINGTHOSE IDENTIFIED IN 2024 UNDERWATER INSPECTION REPORT.REFER TO 2024 UNDERWATER INSPECTION REPORT FOR SUMMARY OF PILE DEFICIENCES PREVIOUSLYIDENTIFIED, INCLUDING MISSING ANODE WIRE AND CONCRETE SPALLS.Per 2024 UW Inspection, 1 anode wire requires replacement, and 0.9 CF spall volume is estimated for repair.Q2. Scope of Work #14, sheet B1-07, notes as shown below. Please clarify that labor and material for pile jacketdeficiencies is not included in the LS item for Pile Jacket Repairs, due to the unknown current deficiencies,until inspection is complete. Please confirm LS amount only includes - Inspection, Report, and Plan for Repair.A2 See attached - the latest inspection report of the cathodic protection. Pay Item 457-70-99 includes the cost for:a) Inspection of the existing 68-pile cathodic protection system including report with findings and recommendations forreplacement/repairsb) Repair/replacement plans prepared by the Contractor for review and acceptance by the County. At a minimum, thecathodic protection system must match the existing cathodic project system.c) For bidding purposes, the Contractor may use a total of 15 cathodic replacements.Q3. On Sheet B-11 - Item 460-1-15 Structural Steel, Rehab - Misc - Note #9 on Sheet B1-11 notes pay item coversScope Item Repair #19C. Is this the only location where the misc structural steel will apply or is the item applicableat other locations? Please advise. The quantity is 2,568 lbs.A3. Pay Item 460-1-15 covers Scope Items 18C and 19C, misc. structural steel repairs at flanking spans and approach spansbearings.Q4. Can the County confirm that the pile jacket scope is limited to repairs only and does not include full jacketreplacement, and if replacement is anticipated on any piles can you identify which ones?A4. See attached - the latest inspection report of the cathodic protection. I am running into issues with the generator; the county did not want to accept a different brand manufacturerfrom what they originally specified. To get the size generator with a large enough fuel tank to run 48hrs as specdit just won’t fit through the window to get into the building (that’s the big window). We need to see if we can providea smaller fuel tank on the genset. What they are asking for just won’t work with the current building and footprint.I’m wanting to get this remedied asap, as time is running out. Thank you much.The current generator has a 100-gallon tank and the new ones we were getting quotes on are 300-350 gallons tomeet the project specifications. Just to give you an idea on how much larger the new one would need to be. Wewill likely have to extend the concrete pad for the generator, which we can do. Getting it into the building, however,is posing the biggest issue without having to make the window any larger to meet specifications in the genset.A5. Thank you for the additional information. We understand that the standard factory packaged generator and fuel tankconfiguration you reviewed may present installation challenges within the constraints of the existing building.However, this does not necessarily preclude compliance with the contract requirements. Bidders are encouraged to explorealternate compliant solutions that satisfy the specified performance criteria, including fuel storage duration requirementsand site access limitations. Such options may include alternate manufacturer configurations, separately supplied fuel tanksystems, custom tank assemblies, manufacturer-approved partial disassembly for delivery, field reassembly afterplacement, or other equivalent approaches that meet applicable codes and project requirements.Bidders should base their proposals on furnishing a complete and compliant system in accordance with the contractdocuments. At this time, no revisions to the bid documents are anticipated unless directed by the County through formaladdendum.This addendum is binding and is to be considered as if contained within the original bid documents of Bid No. 20260369.Bidders are required to acknowledge receipt of this addendum on their bid forms.Kimberly A.
