You are invited to bid on a General Contract for the construction of the Tenant Improvements to the Office of Public Defense at the Benton County Justice Center in the City of Kennewick. The project consists of an interior remodel of approximately 5,600 SF including demolition, new walls, finishes, and associated mechanical and electrical system modifications. Additional instructions regarding bidding are contained in Section 00 10 00 Instructions to Bidders in the Project Manual.

This document and the bid documents constitute an invitation to submit bids only and does not represent an offer by the County of Benton or the Benton County Engineer. Proposals submitted in response hereto of such offer, by award as provided herein, shall any contractual relations be created.

Preliminary Estimate:

Base Bid: $1,500,000

Proposals will be accepted by the County until 2:00pm, prevailing time, on Tuesday, October 7, 2025, at the Benton County Administration Building at 7122 W Okanogan Place, Bldg. E Suite E210, Kennewick, WA. Bid proposals will be opened publicly and read aloud at 2:00pm. Interested parties are invited to attend.

A Pre-Bid Conference, optional for all prospective bidders, will be held Thursday, September 25th, at 12:00pm at the project site, 7122 W Okanogan Pl, Suite A220. Attendees shall meet at the main entrance to the building.

Plans and Specifications are available, beginning September 17th, 2025, through the Architect. Printed paper sets are available at $200 per set (limit 2 sets to General Contractors and 1 set for subcontractors). The cost is refundable provided the documents are returned in good condition within 10 days after bid opening. Additional sets may be purchased at cost, non-refundable.

Bid security amounting to five percent (5%) of the total Base Bid must accompany each Bidder's proposal in accordance with Instructions to Bidders.

No bidder may withdraw his proposal after the date and time set for opening thereof or before award of contract, unless said award is delayed beyond 30 days. Substantial Completion shall be achieved in compliance with Section 01 10 00 of the Project Manual.

The project requires compliance with prevailing wage under RCW 39.12.

The County reserves the right to accept or reject any or all proposals, and in particular, to reject a proposal not accompanied by the required bid security or data required. The process shall comply with RCW 36.32nd RCW 39.04.
