SummaryThe City of Newport News (the “City”) is seeking bids from qualified firms (the “Bidder” or “Contractor”) to furnish the goods and/or services described herein and bids will be received via the City’s e-Procurement Portal, OpenGov Procurement ( https://secure.procurenow.com/portal/nnva ), to be received no later than Tuesday, February 3, 2026 at 2:00 pm (local prevailing time).
The purpose of this Invitation for Bids (IFB) is to establish a term contract with a qualified Contractor for the provision of calcium hydroxide suspension (liquid lime), on an as-needed basis, to Newport News Waterworks, in accordance with the specifications of this IFB.
BackgroundThe existing hydrated lime feed system at Harwood’s Mill Water Treatment Plant (HMWTP) is being replaced with a new liquid lime feed system. The new system is expected to be more dependable and less labor-intensive operationally. The existing Hydrated Lime system utilizes lime in powdered form (priced by weight), whereas the new system will utilize liquid lime.
The anticipated start date for the contract to be established from this solicitation is April 1, 2026.
