Match Requirements:

BackgroundThe City of Pontiac invites Certified Community Housing Development Organizations (CHDOs) to submit proposals for the development of two (2) single-family homes utilizing funds from the HOME Investment Partnerships Program. A total of $400,000 in HOME funds is allocated for this project.
The selected CHDO will be responsible for all aspects of the project including property acquisition, construction management, and the eventual sale of the homes to income-eligible households in compliance with all HOME program regulations. This includes ensuring that homes are affordable to low-income families and adhering to applicable federal requirements such as Davis-Bacon wage rules, Section 3 employment and contracting provisions, and affirmative marketing practices.
As a condition of funding, the selected CHDO must provide a minimum of 25% matching funds—at least $100,000 for this project. Acceptable forms of the match include cash, land, donated materials, or other documented in-kind contributions that directly support the development of the homes. The source, amount, and availability of the match must be clearly documented and included with the proposal submission.
