Summary

The City of Pontiac invites Certified Community Housing Development Organizations (CHDOs) to submit proposals to develop two (2) single-family homes using HOME Investment Partnerships Program funds. The total available funding is $400,000.

The selected CHDO will be responsible for property acquisition, construction, and sale

of the homes to low-income-qualified households in compliance with HOME program requirements. CHDO Operating is included in the total cost.

Required Match

As a condition of funding under the HOME CHDO program, the selected CHDO must provide matching funds equal to at least 25% of the total HOME funds requested for this project. For this project, the minimum match requirement is $100,000.

Match Requirements:

• The match must be in the form of cash, land, materials, or documented in-kind contributions that directly support the development of the two single-family homes.

• The source, amount, and evidence of availability for all match contributions must be documented and submitted with the proposal.

• Match contributions must be spent or committed to the project prior to or concurrent with HOME funds drawdown.

• The City reserves the right to review and approve the acceptability of match sources.

Failure to provide the required match may result in disqualification from funding consideration or termination of the award.

Background

The City of Pontiac invites Certified Community Housing Development Organizations (CHDOs) to submit proposals for the development of two (2) single-family homes utilizing funds from the HOME Investment Partnerships Program. A total of $400,000 in HOME funds is allocated for this project.

The selected CHDO will be responsible for all aspects of the project including property acquisition, construction management, and the eventual sale of the homes to income-eligible households in compliance with all HOME program regulations. This includes ensuring that homes are affordable to low-income families and adhering to applicable federal requirements such as Davis-Bacon wage rules, Section 3 employment and contracting provisions, and affirmative marketing practices.

As a condition of funding, the selected CHDO must provide a minimum of 25% matching funds—at least $100,000 for this project. Acceptable forms of the match include cash, land, donated materials, or other documented in-kind contributions that directly support the development of the homes. The source, amount, and availability of the match must be clearly documented and included with the proposal submission.
