NOTICE TO BIDDERSBOROUGH OF MADISON, MORRIS COUNTY, NEW JERSEYWayfinding & Signage Program – Phase 1SEALED BIDS will be received by the Borough of Madison, County of Morris, State of NewJersey, in the Municipal Courtroom, 1st Floor, Hartley Dodge Memorial Building, 50 KingsRoad, Madison, New Jersey, on Wednesday, February 18, 2026, 10:00 a.m., prevailing time,and at that time will be publicly opened and read for the Wayfinding & Signage Program – Phase1. Bid prices shall remain firm for a period of sixty (60) days.Bids shall be addressed to the Borough Clerk, Borough of Madison, Hartley Dodge Memorial, 50Kings Road, Madison, New Jersey 07940.Each Proposal must be enclosed in a SEALED ENVELOPE, properly endorsed with the name ofthe Bidder, with the designation “BOROUGH OF MADISON, SEALED BID, Wayfinding &Signage Program – Phase 1, Wednesday, February 18, 2026, 10:00 a.m.” Any envelope that isreceived that is not properly marked causing it to be opened prior to the bid will be invalidated.Bids may be received before the hour designated in this office, if they are mailed or hand deliveredin person. The Borough of Madison will not be responsible for any bid that is sent by mail or otherform of carrier which is lost or which arrives after the bid date and time, Wednesday, February 18,2026, 10:00 a.m.In addition to the proposal, each bidder may be required to submit a statement of his or herqualifications, experience, equipment and a non-collusion affidavit. Failure to submit same with theproposal may result in rejection of the bid. All bids must be submitted on the Proposal Formsfurnished by the Borough. Bids on any other forms will not be accepted.Bid documents and specifications are also available for download atwww.bidnetdirect.com/new-jersey or by emailing purchasing@rosenet.org. Include the nameof the bid in the email subject line and your name, company name, phone number, faxnumber and company address in the body of the email with your request.Sealed Bids must be accompanied by: (1) a duly executed Bid Proposal Guarantee in the form setforth in the Bid Package; (2) a certified check, cashier’s check or bid bond, payable to the Boroughof Madison, in an amount equal to 10% of the bid (based upon the highest total bid, if alternativebids are involved), but not to exceed $20,000, and (3) a duly executed Certificate of Surety andPower of Attorney on the standard New Jersey Statutory bond form, as set forth in the BidSpecifications, issued by a surety company licensed to do business in the State of New Jersey.The Borough of Madison reserves the right to reject any or all bids and to waive any informalitiestherein and to accept any bid that will be in the best interest of the Borough of Madison according toN.J.S.A. 40A:11-1.The Borough of Madison reserves the right to delete sections of work from the contract after theaward of the bid has been made due to funding or other reasons. The prices bid for various items ofwork shall not be adjusted due to the deletion of any work due to the variation of any quantity forthe various items scheduled in the Proposals. The Borough of Madison reserves the right to makeseparate purchase awards for various sizes and kinds of materials or equipment required.Proposals for this contract will be accepted only from bidders who have been properly qualified inaccordance with the requirements of the Specifications.Bidders are required to comply with the provisions of the New Jersey Prevailing Wage Act, Chapter150 of the Laws of 1963, effective January 1, 1964. Bidders are required to comply with therequirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27.The contractor must ensure that employees and applicants for employment are not discriminatedagainst because of their race, creed, color, sex or national origin and to the greatest extentpossible, opportunities for training and employment shall be given to lower-income residents ofthe project area and that, when possible, contracts shall be awarded to business concerns ownedby area residents. Bids for proposals in excess of $l00,000 must be accompanied by a writtenAffirmative Action Plan.RAYMOND M. CODEY, Administrator
