JASPER CITY SCHOOLSJCS FY 26 NETWORK UPGRADEGeneral InformationThe Jasper City Board of Education (hereinafter referred to as "The Customer") intends to replaceexisting network switches and associated components at Jasper High School (1501 Viking Drive,Jasper, Alabama, 35501). The Customer will seek discounts for these services through theUniversal Service Fund Support for Schools and Libraries (commonly referred to as “E-Rate”). TheCustomer requests proposals for these services as described in the attached specifications frominterested persons (hereinafter known as "The Vendor"). The Vendor must submit a bid for allareas. Prices quoted shall be all inclusive. The Customer reserves the right to reject all proposals,waive any technicalities, and award all or part of the contract in a manner that is in the bestinterest of the Jasper City Board of Education. The Vendor must participate in the E-Rate programadministered by the Schools and Libraries Division (SLD) of the Universal Service AdministrativeCompany (USAC). The project is contingent on E-Rate and Local funds being awarded.The primary goal of this RFP is to secure the most reliable, efficient and cost-effective networkequipment available for The Customer and to remain in compliance with all rules, regulations,filing and application procedures and deadlines of the Universal Service AdministrativeCompany, Schools and Libraries Division. Cost will be a primary factor but not the only factor inthe selection of the vendor.Schedule of EventsThe following is the required schedule for this project. Included in the email should be product quote and a completed USACCategory Two Internal Connections template. However, if the funding request data templateprovided by USAC for uploading to the FCC Form 471 is not available at the time this bid was posted,the vendor must agree to complete the form as soon as it becomes available, see additionallysection below. The template can be located at https://www.usac.org/e-rate/applicant-process/applying-for-discounts/fcc-form-471-filing/ (Section “Bulk Upload Template”).1JASPER CITY SCHOOLSJCS FY 26 NETWORK UPGRADETerms:● Jasper City Schools reserves the right to reject any and all proposals, waive any technicalities, andaward all or part of the contract in a manner that is in the best interest, most cost effective,acceptable and advantageous for the district.● Jasper City Schools reserves the right to accept and/or deny any or all items on the proposal atthe unit price submitted.● All prices submitted on the bid are to be “delivered installed prices” and shall be inclusive of allcharges, installation, configuration, and fees, and shall not include any state or local tax.● Vendors may submit equipment with newer models if the requested model(s) is no longeravailable or has been replaced, please note all substituted items in the response.● The term of the contract shall be for a period beginning on July 1, 2026 and ending on June 30,2027.● Contract may be canceled at any time with a 60-day written notice by the customer.● As with all E-rate RFPs, the district will, at its sole discretion, decide whether avendor/respondent award will result from this RFP. The issuance of this RFP does not obligatethe district to make an award.● Jasper City Schools Technology Coordinator shall be notified immediately regarding any pricedecrease affecting a bid item. Furthermore, Jasper City Schools shall receive the benefit of thedecrease as soon as possible in accordance with the written notification from the contractvendor.● No invoice will be paid until all purchase order items have been delivered to the school district’ssatisfaction.● Jasper City Schools reserves the right to cancel the contract with the vendor fornonperformance.● Vendors must be in good standing with the FCC and provide a current Service ProviderIdentification Number (SPIN) with USAC Schools and Libraries (E-rate) throughout the term ofany agreement. Please indicate SPIN on all documentation.● Vendors who do not currently have green light status will not be considered. The loss of greenlight status with the FCC shall render any contracts entered into with the vendor to beimmediately null and void.● Vendors must separate E-rate eligible items from ineligible items on all quotes and invoicing.● If Jasper City Schools does not receive E-rate funding as a result of vendor error, the vendor willstill be required to provide bid services and Jasper City Schools will only be obligated to their E-rate percentage.● Vendors must use their ALJP bid as the basis for this quote. Pricing may be lower, but Jasper CitySchools must be able to demonstrate to USAC that the prices submitted clearly tie back to thevendor’s ALJP bid award.2JASPER CITY SCHOOLSJCS FY 26 NETWORK UPGRADE● Jasper City Schools will utilize the SPI invoicing method for this project. Please indicate ServiceProvider Invoicing (SPI) and include SPIN on all documentation. Jasper City Schools will pay theirrequired E-rate percentage. The vendor will be responsible for invoicing USAC via Form 474 (SPI).Evaluation:● Jasper City Schools will award based on the vendor submission that best meets the needs ofthe school system regarding the technology plan, future growth, and RFP specifications, notnecessarily the lowest eligible price even though price will be a primary factor.● Jasper City Schools may elect to award all, some or none of the services bid.● Jasper City Schools reserves the right to reject any or all of the bids or any items of any bids,to waive any informalities in bids received, and to waive technical errors so that the bestinterest of Jasper City Schools will thereby be promoted.● Use of trade names and numbers shall be interpreted as establishing a standard of qualityand shall not be construed as limiting competition since equivalent equipment may beconsidered. Any exceptions in specifications requested must be noted and supportingliterature must be provided for evaluation. The high school presently has conventional Cisco branded switching. The remainingdistrict locations presently have installed Meraki switches and wireless access pointsthroughout. The current switch infrastructure at the High School was completed around 2018and will be upgraded due to obsolescence and life cycle recommendations. No wireless accesspoints will be upgraded as they have been updated more recently. Jasper City Schools (JCS) islooking for compatible switches only. Meraki is preferred, which would integrate with ourMeraki Management Dashboard, but we will accept equivalent product bids for evaluation. JCSis also looking to replace outdated UPS devices. We would like prices for the Vertiv Liebert UPSdevices listed below or comparable. The location will require the requested equipment at therequested quantities below. This RFP is product only. However, EACH item is to be properlyasset tagged and documented as required, prior to delivery. This is meant to eliminate as much downtime as possible in the event of anequipment failure.5
