Rhode Island Turnpike and Bridge AuthorityOctober 24, 2025Invitation to BidClaiborne Pell Bridge West Tower Elevator RepairContract No. 25-09IFB Claiborne Pell West Tower Elevator Repair Contract No. 25-09INTRODUCTIONThe Rhode Island Turnpike and Bridge Authority (RITBA) is seeking bids from qualifiedelevator repair contractors to replace the traveling cable for the service elevator in thewest tower of the Newport Pell Bridge.Due date for bids is no later than 10:00 AM EDT November 21, 2025, at which timethey will be publicly opened at 1 East Shore Road, Jamestown RI. Bids must be in asealed envelope clearly marked “Claiborne Pell Bridge West Tower Elevator RepairContract No. 25-09”. RITBA will not accept electronic bid submissions (email, web, fax,etc.) or late bids under any circumstances. RITBA accepts no financial responsibility forany costs incurred by a firm in responding to this IFB, participating in oral presentations,or meeting with RITBA prior to being awarded the contract. The proposals in response tothis IFB become the property of RITBA and may be used by RITBA in any way it deemsappropriate. All information submitted in response to this IFB is deemed public andsubject to disclosure unless a separate redacted public copy is submitted, regardless ofwhether the information is marked confidential/proprietary. Firm’s may redact in the publiccopy any trade secrets or commercial or financial information which is of a privileged orconfidential nature pursuant to the Access to Public Records Act (R.I. Gen. Laws § 38-2et. seq.). If Firm does not submit a redacted public copy, RITBA assumes that firm is notseeking confidential treatment for any of its information and thus, all information is subjectto public disclosure. By submitting a proposal, the firm certifies that it has fully read andunderstands the IFB, has full knowledge of the scope of work to be provided, and acceptsthe terms and conditions under which the services are to be performed. RITBA will be thesole judge in determining as equivalent products (if applicable).Questions related to this solicitation may be submitted to procurement@ritba.org no laterthan 10:00AM EDT, November 05, 2025. Hard hats andhigh visibility safety jackets are required.Bid specifications:1. Furnish and install new traveling cable for the west tower service elevator(contractor responsible for any required permits)2. Lane closure will beginat 9:00 am daily Monday through Friday to comply with RITBA travelrestrictions.BONDSRemoved from solicitation.SUBCONTRACTORSThe bidder must demonstrate that it is able to perform a substantial portion of the workusing its own workforce. Any bidder that does not maintain a permanent workforce and/orproposed to perform a disproportionate amount of the work through one or moresubcontractors may be considered unqualified. The successful bidder must establish tothe satisfaction of RITBA the reliability and responsibility of any subcontractors proposedto perform any work pursuant to this solicitation.WITHDRAWLA bidder may withdraw its bid proposal at any time prior to the bid proposal submissiondeadline. Bid proposals are irrevocable for a period of sixty (60) days following the bidproposal submission deadline.ADDITIONAL REQUIREMENTSCampaign Finance ComplianceEvery person or business entity providing goods or services at a cost of $5,000 cumulatedvalue is required to file an affidavit regarding political campaign contributions with the RIState Board of Elections even if no reportable contributions have been made. For the purposes ofthis RFP RITBA asks that firm's commit to properly file all appropriate documentation priorto any contract being signed.Major State Decision-MakerDoes any Rhode Island “Major State Decision-Maker,” as defined below, or the spouseor dependent child of such person, hold (I) a ten percent or greater equity interest, or (ii)a $5,000 or greater cash interest in this business?For purposes of this question, “Major State Decision-Maker" means:IFB Claiborne Pell West Tower Elevator Repair Contract No. 25-09(a) All general officers; and all executive or administrative head or heads of anystate executive agency enumerated in R.I.G.L § 42-6-1 as well as theexecutive or administrative head or heads of state quasi-publiccorporations, whether appointed or serving as an employee.
