Project Description: This Request for Proposals (RFP) has been issued by the City of Brownsville (City) to solicit proposals for the development of a landfill gas beneficial-use project for the City of Brownsville Landfill (landfill). The City is seeking proposals from Developers that will beneficially use the landfill gas in an environmentally responsible and safe manner that will provide a consistent, long-term revenue stream to the City. The landfill is located northeast of the City of Brownsville in Cameron County, Texas. Access to the landfill is from the west via Farm to Market Road (FM 802) and from the north and south via FM 511. The landfill serves the City of Brownsville and the surrounding areas, accepting residential wastes, commercial/industrial municipal solid wastes, construction and demolition debris, other non-putrescible wastes, and special wastes. The City anticipates that space will be available on-site for the proposed beneficial use facility (e.g., plant, processing facility, etc.), and will provide appropriate lease and access terms. Revenue to the City from this project is anticipated to be based on landfill gas delivered to the proposed facility at an on-site point of sale. The City’s required project structure is that the developer is responsible for the costs design, construction, operations, monitoring, maintenance, construction quality assurance, expansion, and operation of both the landfill gas collection and control system (GCCS) and beneficial-use facility (facility).
